About the position

WinnCompanies is seeking a motivated and agile Property Manager II to join our Chelsea Legacy team, overseeing 236 units across multiple properties in Chelsea, MA. In this role, you will be responsible for effectively managing, marketing, and maintaining the apartment community while ensuring compliance with all applicable regulatory standards and requirements. You will work closely with senior management to establish appropriate rent levels, review rent schedules, and oversee the preparation and submission of rent increases and renewals. Your primary goal will be to maintain an optimum level of occupancy and ensure that all tenant files are organized, complete, and accurate. As a Property Manager II, you will process timely and accurate move-ins, move-outs, recertifications, and renewals, while approving rental applications in adherence to property standards and agency requirements. You will also ensure that the property software data is accurate at all times and that the site maintains compliance with state and federal program regulations. Your responsibilities will include directing the maintenance team to implement maintenance programs and controls, reporting property incidents, and resolving resident issues and conflicts in a timely manner. Additionally, you will prepare the property's annual budget for approval by senior management, provide accurate financial reporting and monthly variance reporting, and solicit bids while processing purchase orders and invoices as needed. You will be responsible for ensuring the timely collection and deposit of all rents and fees, using company directives to screen, hire, and train new personnel, and promoting staff efficiency and engagement through ongoing training and leadership. This position offers a regular business hour schedule from Monday to Friday, 8:30 AM to 5 PM.

Responsibilities

  • Collaborate with senior management to establish appropriate rent levels.
  • Review rent schedules and oversee preparation and submittal of rent increases and renewals.
  • Maintain optimum level of occupancy.
  • Process timely and accurate move-ins, move-outs, recertifications, and renewals.
  • Approve rental applications adhering to property standards and all appropriate agency standards.
  • Follow company marketing policies and reporting requirements.
  • Ensure the property tenant files are organized, complete, and accurate.
  • Ensure that Property Software Data is accurate at all times.
  • Ensure that the site(s) maintain compliance with applicable state and federal program regulations.
  • Ensure the property and grounds are well maintained.
  • Direct maintenance team to implement maintenance programs and controls.
  • Report property incidents, accidents, and injuries in accordance with company policy.
  • Resolve Resident issues and conflicts timely and in accordance with site guidelines.
  • Prepare the property's annual budget for approval by senior management.
  • Provide accurate financial reporting and monthly variance reporting.
  • Solicit bids, process Purchase Orders and Invoices as needed in accordance with Winn Purchasing Policy.
  • Ensure timely collection and deposit of all rents and fees in accordance with local laws and Winn Rent Collection guidelines.
  • Use company directives to screen, hire, and train new personnel.
  • Promote staff efficiency and engagement through ongoing company and industry trainings, instruction, and leadership.
  • Use the company's Professional Development Program (PDP) to develop, train, and engage site employees.
  • Conduct weekly staff meetings.
  • Understand, train, and embody Winn Guiding Principles.

Requirements

  • High school diploma or GED equivalent.
  • 1-3 years of relevant work experience.
  • Bilingual in English and Spanish.
  • Less than 1 year of supervisory experience.
  • Knowledge of property management.
  • Tax Credit experience (LIHTC).
  • Experience with financial variance reports.
  • Knowledge of landlord and tenant laws.
  • A current driver's license in good standing and ability to meet the driving records standards outlined in the Company Safe Vehicular Operations Policy.
  • Experience with computer systems, particularly Microsoft Office.
  • Excellent customer service skills.
  • Outstanding verbal and written communication skills.
  • Ability to multi-task and manage a fast-paced office environment.
  • Ability to work with a diverse group of people and personalities.
  • Superb attention to detail.

Nice-to-haves

  • Bachelor's degree.
  • Experience with OneSite, Yardi or RealPage property management software.
  • Certifications in NAHP, CPL, SHCM, CAM (MA - C3P) or CAM - RAM & ARM, CGPM - NAA or NAMA.
  • Scattered property experience.
  • Excellent leadership skills.
  • Experience with marketing and leasing techniques.
