About the position

The Property Manager is responsible for overseeing the operations of public housing developments in accordance with the Rockford Housing Authority (RHA) policies and procedures. This role involves planning, directing, monitoring, supervising, and evaluating maintenance and clerical staff to enhance teamwork and cooperation. The Property Manager ensures the prompt occupancy of available units, accurate collection of rents, enforcement of lease conditions, and maintenance of safe and sanitary property conditions. Additionally, the Property Manager collaborates with residents and community organizations to implement management procedures and regulations effectively.

Responsibilities

  • Plan and organize day-to-day operations of public housing developments according to RHA policies.
  • Maintain monitoring and reporting systems for work quality and timeliness; prepare monthly reports for the Operations Manager.
  • Prepare, maintain, and monitor the performance of the site budget; submit financial reports monthly, quarterly, and annually.
  • Collect rents, maintenance charges, and other outstanding amounts, ensuring delinquent rent remains below specified thresholds.
  • Send/post notices regarding non-compliance and process legal notices; appear in court for legal proceedings as necessary.
  • Conduct annual and interim re-examinations of tenant income and maintain a high reporting rate for submissions.
  • Perform quarterly inspections of all units according to HUD REAC requirements and submit inspection reports to the Quality Assurance Manager.
  • Network with social service organizations and community resource agencies.
  • Write and submit advertisements for community exposure with Operations Manager's approval.
  • Establish and maintain a waiting list per established procedures.
  • Complete and submit reports for incidents involving injury or property damage.
  • Supervise the maintenance of rental units owned by the Authority.
  • Contract, purchase, and commit for services and supplies within delegated limits according to RHA procurement policy.
  • Maintain confidentiality of resident and staff issues.
