About the position

The Property Manager position at the Clarksville Housing Authority involves overseeing the operation and maintenance of assigned properties, ensuring they are maintained in a safe and sanitary condition. Under the general supervision of the Director of Property Management, the Property Manager will coordinate and administer repairs, maintenance, and tenant relations. This role requires the development of strategic plans for property management, ensuring compliance with performance goals in leasing, work order completion, and budget adherence. The Property Manager will supervise staff, including maintenance workers and management aides, and will be responsible for hiring, training, and evaluating staff performance. In addition to managing day-to-day operations, the Property Manager will handle tenant relations, including conducting lease orientations, processing delinquency notices, and initiating evictions when necessary. The role also involves conducting inspections, preparing operating budgets, and maintaining clear communication with residents and external agencies. The Property Manager will be expected to participate in capital planning and redevelopment processes, ensuring that all tenant files are maintained in compliance with regulations. This position requires a commitment to customer service and the ability to resolve resident inquiries and complaints effectively. The Property Manager must be available for after-hours emergencies and will perform related duties as assigned. This role is critical in maintaining a positive living environment for residents and ensuring the overall success of the housing authority's operations.

Responsibilities

  • Supervises the operation and maintenance of assigned site(s) to ensure they are maintained in decent, safe, and sanitary condition.
  • Prepares long- and short-term strategic plans for the assigned site(s).
  • Supervises staff, including management aides and maintenance workers, and establishes meaningful job objectives for them.
  • Ensures compliance with performance goals in leasing, work order completion, and budget adherence.
  • Oversees the timely lease up of vacant units and ensures adherence to established policies for rent collection.
  • Processes and sends delinquency notices and initiates evictions for lease violations as necessary.
  • Conducts move-out inspections and calculates charges against security deposits accurately.
  • Prepares site-specific operating budgets and monitors the property's cash flow.
  • Inspects grounds and buildings regularly to identify areas needing improvement and safety risks.
  • Maintains clear communication with outside agencies, tenant groups, and internal departments.
  • Participates in the capital planning and redevelopment process as needed.
  • Handles all issues pertaining to the resident organization and maintains positive relations with residents.

Requirements

  • Bachelor's degree in public/business administration or related field or equivalent job-related experience and training.
  • Excellent computer and communication skills.
  • Experience performing bookkeeping and accounting functions.
  • Ability to prepare budgets and estimates.
  • Ability to organize and delegate tasks effectively.
  • Experience in the operation and maintenance of housing apartments.
  • Experience in resident and personnel management.
  • Obtain Public Housing Manager Certification within one year of hire.
  • Ability to perform the physically demanding aspects of the job with or without accommodation.
  • Valid TN Driver's License required and ability to be insured at standard vehicle liability rates.
