The Property Manager is accountable for all property operations, ensuring effective management and coordination of personnel, activities, and resources to achieve property objectives set by the Regional Manager and the Property Owner. The primary goals include maximizing occupancy levels and property values. The Property Manager will also be responsible for training the Assistant Property Manager to take over all duties in the event of their absence. This role requires adherence to established policies and procedures, as well as compliance with all relevant laws, including Federal, State, and County Fair Housing Laws and the Americans with Disabilities Act. In terms of financial responsibilities, the Property Manager assists in preparing the annual budget and is responsible for adhering to budget guidelines throughout the year. This includes controlling routine expenditures, processing invoices, and maintaining a petty cash account. The Property Manager must also implement strict rental payment policies and actively pursue delinquent accounts through various means. On the personnel side, the Property Manager, with the Regional Manager's approval, is responsible for hiring and terminating on-site staff, training and supervising them to achieve operational goals, conducting performance reviews, and ensuring ongoing training for office staff. Administrative duties include investigating resident complaints, maintaining applicant qualification processes, ensuring lease accuracy, and managing office files in compliance with company policies. The Property Manager also has leasing duties, which involve completing lease applications, notifying prospects, and maintaining accurate records. They are responsible for accounts receivable duties, including collecting and posting payments, managing delinquent accounts, and ensuring compliance with lease and state regulations. Marketing responsibilities include showing the property to prospective residents and promoting referral programs. Additionally, the Property Manager must maintain positive resident relations, conduct inspections, and oversee property maintenance and safety measures.
