The Property Manager is responsible for overseeing all functions of the property, ensuring smooth operations and compliance with relevant regulations. This role includes supervising staff, managing tenant communications, and performing annual certifications. The Property Manager will also handle TRACS submissions, prepare for REAC inspections, and manage the accounts receivable process. A strong background in Section 8 and Low-Income Housing Tax Credit (LIHTC) programs is essential for this position. The Property Manager will report directly to the Senior Property Manager of their region, ensuring alignment with company policies and procedures. Key responsibilities include recommending and executing the eviction process when necessary, preparing properties for annual compliance audits, and implementing the SHP EIV policy. The Property Manager will collect and record rent, follow up on delinquencies, and assist in drawing up specifications for contractor bids. Monthly vouchers will be submitted to HUD through TRACS, and the Property Manager will conduct initial, interim, and annual certifications to comply with HUD regulations. Regular inspections of common areas and tenant units will be conducted to maintain property standards. The role also involves managing tenant certifications, selections, recertifications, and applications, as well as maintaining the Wait List according to HUD and SHP specifications. The Property Manager will coordinate tenant move-ins and move-outs, handle tenant complaints, and hold meetings for informational or educational purposes. Additionally, the Property Manager will assist the main office with the preparation of the annual budget and coordinate with the maintenance supervisor for the purchase of supplies. Clerical duties and oversight of clerical staff are also part of this role, ensuring the well-being of the property and its residents.
