About the position

The Housing Authority of Yamhill County is seeking a full-time Property Manager to oversee multi-site properties within Yamhill County. This role involves managing property operations, ensuring compliance with subsidy programs, and maintaining documentation related to tenants and properties. The Property Manager will also handle tenant relations, marketing of units, and property maintenance, while adhering to relevant laws and regulations.

Responsibilities

  • Market units in compliance with applicable laws and regulations.
  • Accept applications, review eligibility, execute lease agreements, and collect rent/deposits/fees, ensuring proper documentation of all transactions.
  • Maintain accurate property, tenant financial, compliance, and maintenance documentation, ensuring timely submissions.
  • Oversee day-to-day property operations, including resident services and property upkeep, while addressing resident concerns.
  • Resolve tenant complaints and lease compliance issues, documenting all actions and eviction cases, and representing HAYC in court if necessary.
  • Monitor and manage property maintenance requests and verify completion.
  • Ensure safety and security of the property.
  • Conduct daily inspections of the grounds and report maintenance needs or other issues.
  • Maintain cleanliness of office and common areas, including community rooms and laundry areas.
  • Coordinate relations between HAYC, partner agencies, and residents.
  • Adhere to the Property Management Plan, landlord-tenant laws, and HAYC policies and procedures.
  • Perform related duties at other properties as required and other tasks as assigned.

Requirements

  • High School diploma or GED.
  • Three years of work experience in social services, subsidized housing programs, apartment management, or a related field.
  • Valid Oregon driver's license and insurability under Housing Authority insurance criteria.
  • Ability to pass a background check.

Nice-to-haves

  • Knowledge of rental assistance and affordable housing programs.
  • Knowledge of Oregon Landlord/Tenant laws.
  • Calm and effective in emergency situations.
  • Ability to communicate effectively both verbally and in writing.
  • Skills to organize and work independently in a frequently interrupted environment.
  • Basic mathematical calculation skills such as fractions and percentages.
  • Familiarity with Yardi software.
  • Previous office experience with effective telephone skills and ability to deal tactfully with various people.
