About the position

The Proposal Compliance and Research Analyst position at BAE Systems is a critical role that reports directly to the Director for Proposal Operations Compliance. This independent group within the Proposal Operations Organization (PRO) emphasizes the importance of thorough compliance reviews. The role is a hybrid of two key functions: Compliance Analyst and Proposal Research Writer. As a Compliance Analyst, you will enhance the proposal team's efforts by conducting independent verification and validation processes to ensure that proposals align with the Request for Proposal/Information (RFP/RFI) instructions, evaluation criteria, and Performance Work Statement/Statement of Work (PWS/SOW). This involves assisting with the initial review of RFPs, creating outlines, and ensuring compliance throughout the proposal development process. In the capacity of Proposal Research Writer, you will support the early stages of proposal development by researching background information and compiling written content that is clear, concise, and compliant with RFP requirements. This role requires a high degree of independence, as you will often work on complex research and writing assignments with minimal guidance. You will collaborate with various proposal teams to discuss strategy, themes, strengths, discriminators, and value propositions. Your responsibilities will include parsing task order requirements, building compliance matrices, and reassessing compliance with developed content and color teams. You will also analyze proposal documents for compliance, provide feedback during review cycles, and draft questions for the Proposal Manager or customer regarding ambiguities in solicitation compliance requirements. Additionally, you will be responsible for researching and identifying relevant BAE Systems contracts for past performance citations, writing and revising proposal solution sections, and maintaining the Contract Performance & Evaluation Database (CPED). Your analytical skills will be crucial in reviewing award documents and proposals to identify exceptional areas and sharing insights with the organization. You will also work with the Business Winning team to address process-related weaknesses in submitted proposals, ensuring continuous improvement in future bids. This position may involve other duties as assigned, contributing to the overall success of the proposal operations team.

Responsibilities

  • Assist PROFLEX supported proposals from a compliance perspective to parse task order requirements, build compliance matrix, outline, and perform reassessment of compliance to developed content and color teams.
  • Participate in the standard proposal process from a compliance perspective from early requirements release through proposal submission, including requirements verification and compliance matrix development.
  • Verify that proposal documents are fully compliant with customer requirements through analysis of the RFP and supporting documents.
  • Analyze and provide written and oral feedback in a group setting of proposal status during review cycles.
  • Review each section of the written proposal to ensure the strengths of that section are provided and easily identifiable.
  • Validate that the proposal outline follows the instructions, evaluation criteria, and PWS or SOW.
  • Draft potential questions applicable to the Proposal Manager and/or the customer pertaining to ambiguities with solicitation compliance requirements.
  • Research background information to compile written content ensuring clarity, conciseness, and compliance with RFP/RFI requirements.
  • Research and identify BAE Systems contracts for appropriate past performance to be used as citations in proposals after vetting by leadership.
  • Write and revise early development of proposal solution sections in accordance with established PRO processes and customer requirements.
  • Format approved past performance citations into proper templates.
  • Update, maintain, and enhance the Contract Performance & Evaluation Database (CPED).
  • Analyze award documents and proposals reviewed by the government to determine areas that are 'exceptional' and share that information with the organization.
  • Review and vet non-technical proposal section nominations for inclusion in the Best in Class repository.
  • Identify process-related weaknesses in submitted proposals and work with the Business Winning team to improve/mitigate weaknesses in future bids.

Requirements

  • Eight or more years of relevant experience in a technical field as an Analyst, Manager or Engineer.
  • Six or more years of relevant experience in federal government proposal development either in managing proposals or technical solution development (can be part of the total 8 years).
  • Must maintain Top Secret/SCI clearance.
  • Knowledge of qualitative and quantitative analytical techniques such as content analysis, thematic analysis, narrative analyses, and correlational analysis.
  • Excellent oral and written communications skills to conduct work and discuss findings and recommendations.
  • Demonstrated interpersonal skills with a focus on conducting surveys and/or interviews with colleagues throughout the corporate hierarchy to obtain information about organizational missions, functions, and work procedures.
  • Ability to apply complex direction consistently and appropriately including standard operating procedures and operations manuals documentation as well as appropriate oral and written guidance received.
  • Working knowledge of Tableau, PowerBI, or other data visualization tools as well as proficiency with MS Access and SharePoint.
  • Excellent MS Office skills.

  • Experience leading, contributing to, and/or briefing proposal reviews in a corporate environment.
