About the position

The Proposal Content Writer/Editor plays a crucial role in developing proposals by reviewing and enhancing existing content, ensuring compliance with client requirements, and providing valuable suggestions throughout the proposal lifecycle. This dynamic position requires flexibility to work on various projects and involves proofreading, editing, and collaborating with Subject Matter Experts (SMEs) to produce high-quality proposals. The role is hybrid, allowing for a flexible telework policy while requiring occasional presence at the Rockville, MD headquarters.

Responsibilities

  • Conduct RFP, RFI, PWS, and SOW analysis to understand the customer's business drivers, problems, and instructions for the proposal response.
  • Identify gaps between the client's requirements and the content that has been developed and work with Subject Matter Experts (SMEs) to improve their proposal content.
  • Revise and edit drafts of responses to Federal Government RF(x)s; including proposal outlines, table of contents, executive summaries and technical, management, past performance, resumes, and pricing narratives.
  • Lead revisions, edit sections for accuracy, grammar, and formatting, and improve document clarity by changing words and rearranging sentences as needed.
  • Editing and communicating additional necessary document edits to Subject Matter Experts, Technical Writers, and Managers.
  • Control quality, content, and final appearance of the proposal production process.
  • Follow proposal-writing standards, including readability, consistency, and tone. Copyedit proposals for content, coverage, clarity, and voice consistency, recommending revisions and improvements to editorial standards as appropriate.
  • Provide consistency to proposal content across all volumes to include past performance, resumes, management, and technical.
  • Review and edit proposals to achieve compliance with RFP requirements.

Requirements

  • 5+ years' experience in Federal Proposal development with a focus on Information Technology services.
  • Thorough understanding of Federal Government RFP structure and the ability to review and assess RFP requirements.
  • Experience with task order responses, definitive value contracts and multi-award (IDIQ, BPA, GWAC) proposals.
  • Expertise in O365/Microsoft Office Suite software (Word, Excel, and PowerPoint).
  • Ability to work closely with large and small teams of SMEs, reviewers, and leadership with competing schedules.
  • Demonstrated understanding of win themes, proposal concepts, and the business development lifecycle.
  • Advanced skills in writing, editing, and proofreading technical proposal volumes.
  • Proven expertise in reviewing and editing proposal content for clarity, grammar, and proper use of technical or customer terminology.
  • Availability and willingness to work long hours on short notice during high volume proposal development periods.
  • Must have the ability to quickly digest information and produce organized, clearly written technical, IT-focused content with little to no supervision.
  • Ability to work in a high-paced work environment supporting multiple proposals simultaneously, and meeting tight deadlines, including occasional extended hours, evenings/night hours, weekends, and holidays.
  • Flexibility and willingness to adjust to shifting priorities in a fast-paced environment.
  • Bachelor's Degree in English, Communications, Business, Marketing or similar. (5 years of applicable experience can be considered in lieu of Bachelor's degree).

Nice-to-haves

  • Formal proposal training/certification, eg: Shipley, APMP, SMPS.
  • Understanding of software development processes, project management practices and agile methodologies.
  • Prior career experience as a hands on technologist (eg: Software Programmer, Database Administrator, Infrastructure Engineer, or Technical Project Manager).
  • Proficiency in Adobe Creative Suite (InDesign, Illustrator, Acrobat Pro).
  • Ability to qualify opportunities by reviewing solicitation and comparing against EIT's capabilities and past performance.
  • Prior experience reviewing agency forecasts and downloading opportunities directly from GSA eBuy, Sam.gov, STARS III, etc.
