About the position

The Proposal Development Specialist/Manager/Lead will play a crucial role in shaping the proposal processes of a rapidly growing small business. This position involves leveraging technical writing and proposal management experience to build and lead a bid and proposal team, contributing significantly to the company's expansion efforts.

Responsibilities

  • Analyze Civilian Government solicitations (RFPs, RFIs) to identify key requirements and evaluation factors.
  • Write clear, concise and well-structured response documents to government Requests for Proposals (RFPs), Requests for Quotes (RFQs), and other solicitations.
  • Gather technical requirements and information from subject matter experts across the organization to incorporate into solicitation responses.
  • Ensure responses comprehensively address all solicitation requirements and evaluation criteria.
  • Maintain compliance with government solicitation guidelines, formats and submission requirements.
  • Develop reusable content libraries and knowledge base articles on common technical topics and offerings.
  • Participate in proposal team meetings and provide updates on assigned tasks.
  • Track deadlines and manage workload effectively to ensure timely completion of proposals.
  • Manage and organize the company's repository of solicitation response materials for future re-use.
  • Collaborate with subject matter experts (SMEs) to gather technical information and translate it into clear, concise, and persuasive language for proposals.
  • Edit and refine proposal content from multiple contributors to ensure consistency in voice, style, and terminology.
  • Format documents to meet deliverable requirements using MS Office and other editing/desktop publishing tools.
  • Independently gather information from subject matter experts to develop, organize, and write procedure manuals, technical specifications, and process documentation.

Requirements

  • Strong understanding of the Civilian Government RFP/RFI process.
  • Excellent research, writing, and editing skills.
  • Excellent organizational skills and the ability to manage multiple tasks simultaneously.
  • Strong attention to detail and ability to meet deadlines consistently.
  • Collaborative spirit with ability to work directly with technical staff to gather information.
  • Familiarity with government regulations, processes and requirements relating to solicitations.
  • Able to write in explanatory and procedural styles for multiple audiences.
  • Bachelor's degree in technical writing, English, business, or a related field.
  • Ability to work independently and as part of a team.

Nice-to-haves

  • Familiarity with proposal management software (e.g., Adobe Acrobat Pro) and desktop publishing is a plus.
  • Proven experience working in a technical writing position within a Civilian Government context.
