About the position

The Proposal Manager/Basis of Estimate (BOE) Lead at Raytheon is responsible for overseeing the development and delivery of high-quality proposals within the Electro-Optical and Infrared Solutions (EOIRS) Sub-Strategic Business Unit (SSBU). This role requires a deep understanding of the proposal process for U.S. Department of Defense (DOD) bids and involves managing proposal documentation, coordinating solution development, and ensuring compliance with various requirements. The position plays a critical role in leading cross-functional teams to create comprehensive proposals that meet customer needs and adhere to regulatory standards.

Responsibilities

  • Manage proposal documentation, delivery, tracking, and budgets.
  • Lead/coordinate solution development, proposal bid plans, and proposal development from kickoff to final delivery.
  • Provide bid and submittal gate support development.
  • Lead cross-functional teams to develop proposal Basis of Estimate (BOE), capacity analysis, delivery schedule, compliance requirements, estimating & pricing, and Risk and Opportunity.
  • Establish BOE Development Schedule.
  • Analyze final RFP/Q&As and BOE Plans.
  • Travel up to 15% in support of strategic initiatives.
  • Ensure prompt responses to customer requests for information, DCMA audits, and TINA sweep checklists.

Requirements

  • Bachelor's degree in a related field with a minimum of 8 years of relevant professional experience in Proposal Management, Operations, Supply Chain, Project Management, Control Account Manager, Integrated Product Team Lead, Finance, or similar roles.
  • Experience with proposal development including schedules, work product matrices, cost estimations, and gate review templates.
  • Expert Microsoft Office skills, including Microsoft Excel, PowerApps, and PowerPoint.
  • Ability to obtain a U.S. government issued security clearance is required.

  • Effective communication/presentation skills with the ability to influence peers and stakeholders.
  • Familiarity with the Federal Acquisition Regulation (FAR) process and the full business development lifecycle for U.S. federal contractors.
  • Exceptional written and oral communication skills.
