About the position

The ProviderOne IT Business Analyst (ITBA) position is a senior-level role within the Health Care Authority (HCA) that focuses on business analysis for subsystems within the ProviderOne Medicaid Management Information System (MMIS). This role involves collaboration with business and technical partners, as well as vendor management, to ensure that the assigned modules operate effectively. The ITBA will be responsible for responding to defect and service requests, ensuring that the system meets the needs of its users, and aligning solutions with the Health and Human Services (HHS) Coalition. The position requires a proactive team player who is interested in researching and implementing leading-edge technology solutions. The ProviderOne system is critical to HCA's operations, processing over five million claims and payments exceeding $14 billion annually to Medicaid service providers. The ITBA will serve as the technical expert for a major component or subsystem, providing oversight and management of system enhancements and ensuring compliance with department policies and federal and state regulations. This role will also involve engaging with executive-level discussions to address new business changes and managing complex subsystem issues escalated by staff. In addition to technical expertise, the ITBA will mentor and coach agency business staff on ProviderOne functionality and changes, ensuring that all analyses are conducted with an equity lens. The position is eligible for telework, with the default work location being within the State of Washington, although out-of-state telework may be supported on a case-by-case basis.

Responsibilities

  • Serve as the technical expert for a major component/subsystem.
  • Apply subject matter expertise on and provide consultative services for ProviderOne system changes and enhancements.
  • Engage in discussions at the executive level on possible resolutions to new unfolding business changes.
  • Provide direction and oversight to workgroups and staff in order to develop strategies for implementing new solutions and programs.
  • Manage and resolve complex subsystem issues that are escalated by staff.
  • Research and analyze potential new technology solutions to determine to what extent they will meet business needs.
  • Liaise and negotiate between the business, stakeholders, and the vendor (system integrator) to ensure consistency, understanding, and efficiency in processes and logic.
  • Apply subsystem expertise to ensure ProviderOne complies with all department policies, procedures, and federal and state rules.
  • Coordinate with external agency's technical experts to analyze multi-system interfaces.
  • Perform IT Business Analysis Body-of-knowledge (BABOK) disciplines and related methodologies.
  • Analyze, design, recommend, implement, and support complex ProviderOne technology solutions and processes drawing on ITBA knowledge and methods.
  • Function as the technical expert on system functionality and features.
  • Coordinate interaction with the vendor/system integrator to provide clarity around issues and develop solutions that minimize business impact and meet requirements.
  • Devise business and related technical recommendations for ProviderOne subsystem issues reported by business staff and business partners (providers, clients, other state agencies, etc.).
  • Develop and provide oversight of projects (Change Request/Enhancements) through the Software Development Lifecycle (SDLC).
  • Expand technical skills to stay current with new leading-edge modular technology and with respect to options for strategically aligning skills with emerging trends in the industry.

Requirements

  • Two (2) years of direct hands-on experience developing and managing requirements of major systems or system/subsystem components including eliciting, analyzing, validating and documenting business, organization, functional and non-functional requirements.
  • Four (4) years of experience with vendor/System Integrator management and facilitating systems development sessions and relationships.
  • Two (2) years of knowledge and hands-on experience with Software Development Lifecycle (SDLC).
  • Two (2) years demonstrated experience with industry best practices for business analysis methodologies based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards).
  • Experience and knowledge of testing methodologies to ensure both positive and negative tests are performed with test scripts.
