About the position

The Provider System Analyst (Operations & Policy Analyst 2) position is a vital role within the Office of Developmental Disabilities Services (ODDS) at the Oregon Department of Human Services (ODHS). This position is designed for individuals who are passionate about protecting Oregon's most vulnerable citizens and have experience in coordinating or administering health or human services programs. The successful candidate will be responsible for evaluating licensing policies and operations related to the Provider System, ensuring that the system meets the needs of both internal and external stakeholders. This role requires a deep understanding of state and federal regulations regarding providers and contracts, as well as the ability to analyze and interpret complex data to support decision-making processes. As a Provider System Analyst, you will work closely with project teams, providers, licensors, and community management entities (CMEs) to implement and maintain the Provider System effectively. You will be tasked with identifying components that need development within the system to ensure accurate data collection for reporting, planning, and evaluation purposes. Your expertise will be crucial in creating standards for ODDS licensing operations and ensuring data integrity when pulling data from the system for various requests. This position offers the flexibility of remote work, with occasional in-person attendance required for meetings and training sessions in Salem. Responsibilities

  • Evaluate licensing policies and operations related to the roll-out of the Provider System and its impact on the field structure.
  • Identify components needing development in the system to ensure appropriate data gathering from the PEMS for reporting, planning, and evaluation.
  • Liaise with the project team to ensure the project meets established partners and ODDS Quality Management needs.
  • Provide subject matter expertise for the implementation and maintenance of the Provider System by collaborating with project teams, providers, licensors, and CMEs.
  • Work proactively with other agencies and units, including APD and child welfare, to ensure effective collaboration.
  • Ensure data integrity when pulling data from the system for various requests and develop contingency plans with OIS and ORRAI for licensing functions.
  • Create standards for ODDS licensing operations as it relates to CMEs, OTIS, CAM, and other organizations impacted by licensing.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a related degree demonstrating the capacity for the knowledge and skills required; and two years of experience coordinating or administering a program.
  • Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
  • Education in Business or Public Administration, Behavioral or Social Sciences, health or human services, or a similar degree will substitute for experience based on the following: Associate degree substitutes for 18 months of experience; Bachelor's degree substitutes for three years of experience; Master's degree substitutes for four years of experience; Doctorate degree substitutes for five years of experience.
