About the position

The PSC Compensation Advisor at Development InfoStructure (Devis) is a proposal-based role focused on providing expertise in compensation structures for Personal Services Contractors (PSCs). This position aims to align compensation with U.S. Direct-Hire equivalent benefits, addressing both domestic and international PSC roles. The advisor will leverage extensive knowledge of public and private sector compensation frameworks to ensure competitive and compliant compensation packages that meet the strategic goals of the organization.

Responsibilities

  • Evaluate and provide strategic recommendations for PSC compensation structures to align with government and industry standards.
  • Advise on the development of U.S. Direct-Hire and FSN-equivalent benefits packages, covering leave, insurance, retirement, and special allowances for PSC employees.
  • Utilize expertise in General Schedule, Foreign Service, and other federal pay scales to support compensation determinations that meet Devis's strategic goals.
  • Conduct research to benchmark compensation packages against industry standards, offering insights on market competitiveness and benefits administration.
  • Assess the costs and benefits of various compensation structures, providing recommendations that optimize budget allocation while remaining compliant with organizational structure constraints.

Requirements

  • Advanced degree in Human Resources, Public Administration, Business, or a related field, or equivalent experience.
  • Minimum of 8 years in compensation advisory roles, with a focus on federal or foreign assistance compensation.
  • Strong analytical skills, excellent communication, and familiarity with OPM-administered benefit programs and federal pay structures.
  • Deep understanding of the General Schedule, Foreign Service Schedule, and Senior Level and Scientific Professional pay scales.
  • Experience advising on USAID or similar government contracts.
  • Experience working as, managing or hiring PSCs.
  • Experience with computer systems, including web-based applications, Microsoft Office 365.

Nice-to-haves

  • Proven background in developing compensation structures in both domestic and international contexts.
  • Familiarity with DEIA standards in compensation and benefits structuring.
