About The Position

The Joint-Level Exercise Scenario Developer - Journeyman will be responsible for the development of training scenarios that align with those utilized in Joint Professional Military Education (JPME). This role is crucial for facilitating the exercise employment of influence-based capabilities such as Psychological Operations (PSYOP), Communication Strategy (COMMSTRAT), and Civil Affairs (CA), as well as technical capabilities including cyber operations, electronic warfare (EW), and Integrated Joint Intelligence Support to Operations (IJISTO). The contractor will create comprehensive scenario introduction materials, known as Road to War (RTW), and develop robust simulated and actual all-source intelligence materials tailored to the specific size and type of command involved in the exercises. The contractor will also be tasked with developing exercise materials suitable for a Joint National Training Capability (JNTC) certified exercise. A strong understanding of Marine Corps Air-Ground Task Force (MAGTF) standing organizations, such as Marine Expeditionary Force (MEF), Marine Expeditionary Brigade (MEB), and Marine Expeditionary Unit (MEU), is essential, along with knowledge of contemporary Marine Corps and Joint-level crisis response organizations. The role may require off-site support and periodic travel within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). In this position, the contractor will assist in the development of exercise concepts and plans of action based on the requirements of the Marine Corps Information Operations Center (MCIOC). This includes determining appropriate military responses and developing tasks for simulated initiating directives. The contractor will conduct extensive research on the exercise area of operations, utilizing both open-source and classified materials, to create a factual basis for the RTW. Additionally, the contractor will develop operational planning products to replicate the phased planning functions of a Joint Operational Planning Group (JPG) or Operational Planning Team (OPT) to facilitate exercise planning functions. The contractor will also coordinate peer reviews of all scenario materials to ensure accuracy and relevance, assist in conducting in-progress reviews with MCIOC, and provide briefings to exercise participants. This role requires strong analytical and problem-solving skills, excellent communication abilities, and the flexibility to manage multiple tasks in a dynamic environment.
