About the position

The Public Health Data Informatics Specialist is a key role within the California Department of Public Health's Center for Infectious Diseases, focusing on the implementation of standards-based solutions for secure data exchange among various health systems. This position aims to modernize public health data systems by collaborating with stakeholders, developing roadmaps for interfacing, and applying data standards to enhance public health surveillance efforts.

Responsibilities

  • Implement standards-based solutions to securely exchange data between systems including Electronic Health Records (EHRs) and Health Information Exchanges (HIEs).
  • Attend national meetings and participate in workgroups to support information systems modernization.
  • Gather stakeholder requirements for public health data systems.
  • Develop a roadmap and create testing plans for TEFCA/QHIN interfacing.
  • Collaborate with technical, clinical, and public health experts on system design and solutions.
  • Recommend solutions to meet public health surveillance requirements based on experience and research findings.
  • Complete tasks on time with minimal supervision and support collaboration across teams.

Requirements

  • 8-10 years' relevant experience in Public Health Surveillance, Healthcare IT, or related field.
  • Experience implementing Health IT solutions.
  • Knowledge of HL7 standards, including HL7, CDA, and FHIR.
  • Proficiency with clinical terminologies such as LOINC and SNOMED-CT.
  • Excellent oral and written communication skills.
  • Bachelor's degree or higher in Data Science, Computer Science, Public Health, Epidemiology, or related field.

Nice-to-haves

  • Experience in a public health or clinical setting.
  • Experience working with Health IT vendors (EHRs, HIEs, or healthcare interface engines).
  • Familiarity with HIE/QHIN technical interfaces.
  • Experience with State, Tribal, Local and Territorial (STLT) Health Departments.
