About the position

The Public Health Infrastructure Grant (PHIG) Human Resources Project Specialist position is a temporary, full-time role within the State of Hawaii's Department of Health, specifically located in Downtown Oahu. This non-civil service appointment is designed to provide essential expertise, guidance, and resources for various human resources projects that are integral to workforce development, grant requests, and related organizational changes. The role encompasses a wide range of responsibilities, including employee/employer labor relations, classification and compensation, as well as recruitment and placement, all of which are critical components of the Public Health Infrastructure Grant Project. The successful candidate will be expected to navigate the complexities of human resources management while ensuring compliance with relevant regulations and policies. This position offers a salary range of $5,918 to $7,198 per month, commensurate with training and experience, and is aimed at individuals who possess a strong background in human resources and public administration.

Responsibilities

  • Provide expertise and guidance for human resources projects related to workforce development.
  • Assist in grant requests and related reorganizations within the Department of Health.
  • Manage employee/employer labor relations effectively.
  • Oversee classification and compensation processes.
  • Facilitate recruitment and placement activities for the department.
  • Conduct human resources research and program development as needed.

Requirements

  • Bachelor's degree from an accredited four-year college or university.
  • Three and a half years of specialized experience in recruitment, placement, examination, position classification, pay or wage administration, employee management, relations and services, employee development, labor relations, human resources research, and program development.
  • A Master's degree in human resources, business, public administration, or a related field may substitute for two years of required specialized experience.
