About the position

The City of Bloomington Public Health Division is seeking a dedicated Public Health Specialist focused on Substance Use Prevention and Community Engagement. This role involves leading the development, implementation, and evaluation of substance use prevention programs while actively engaging with diverse communities, including youth and low-income populations. The specialist will work collaboratively with community partners to address substance misuse and mental health issues in the Bloomington, Edina, and Richfield areas.

Responsibilities

  • Coordinate development and implementation of community-based substance use and mental health initiatives.
  • Lead planning and implementation processes with community partners to identify prevention strategies and outcomes.
  • Establish and manage partnerships with communities and leaders to ensure diverse voices are represented.
  • Facilitate meetings with stakeholders, including scheduling and reporting.
  • Develop and manage program work plans, budgets, and ensure compliance with funding requirements.
  • Serve as a key contact for ongoing substance misuse prevention work locally and statewide.
  • Analyze community risk factors and provide reports to enhance program outcomes.
  • Collaborate with local organizations to assess needs and create tailored strategies.

Requirements

  • Baccalaureate degree in public or community health, nursing, public policy, law, or related field.
  • 2 years of experience in participatory decision-making and consensus-building techniques.
  • 2 years of experience developing partnerships across sectors.
  • Proficiency in Microsoft Office and statistical software packages for data analysis.

Nice-to-haves

  • Advanced degree or certification in a related field.
  • Experience in mental health/substance misuse prevention organizations.
  • Experience advocating for underrepresented groups.
  • Experience with geographic information systems (GIS).
  • Experience in grant writing and project management tools.
