About the position

The Public Information Officer (PIO) at the City of Portland's Bureau of Environmental Services (BES) plays a vital role in enhancing the bureau's mission through effective media relations and public engagement. This position is responsible for crafting compelling narratives about critical infrastructure and environmental stewardship, serving as the lead spokesperson, and responding to media inquiries. The PIO also collaborates with various teams to develop communication strategies and is involved in emergency communications planning, ensuring timely and accurate information dissemination during crises.

Responsibilities

  • Leads media strategy and engagement by creating and implementing proactive media engagement plans.
  • Serves as the lead bureau spokesperson, responding to media inquiries and developing media strategies.
  • Collaborates with Communications and Public Involvement teams to develop media plans and communications strategies.
  • Writes, edits, and produces timely content including news stories, press releases, and other communications collateral.
  • Implements crisis communications strategies and serves as a lead communications strategist during emergencies.
  • Provides public speaking and media training for bureau leadership and staff.

Requirements

  • Experience engaging with media to share critical information and promote storytelling.
  • Experience developing media engagement strategies and crisis communications plans.
  • Experience serving as a lead spokesperson and coaching staff on interview skills.
  • Experience writing and producing clear and engaging digital content for diverse audiences.
  • Ability to develop relationships with culturally diverse and non-traditional media.

Nice-to-haves

  • Familiarity with emergency response and FEMA NIMS protocols.
  • Knowledge of public health and environmental regulations.
  • Bilingual/Multilingual skills.
