About the position

The Public Services Technician position is a full-time role within the Public Services Department of Winchester, VA, specifically in the Utilities Maintenance Division. This position is crucial for maintaining the integrity and functionality of the city's water and sewer systems. The technician will be responsible for a variety of tasks that ensure the proper operation of public utilities, including the repair and servicing of fire hydrants, locating underground utilities, and assisting in preventative maintenance on water and sewer lines. The role requires a hands-on approach, utilizing both manual tools and electronic equipment to perform essential duties. In addition to the technical responsibilities, the Public Services Technician will be involved in reading water meters and entering data into portable handheld devices. This includes checking for leaks, installing and removing meters, and assisting in repairs of water and sewer lines. The technician will also inspect lift stations and assist with preventative maintenance on pumps, motors, and other equipment. The job may require snow and ice removal, which can involve 12-hour shifts, including nights, weekends, and holidays. The technician will also be expected to assist in other areas of Public Services as needed, demonstrating flexibility and a willingness to take on various tasks as assigned by management. This position is vital for ensuring that the city's public utilities operate smoothly and efficiently, contributing to the overall health and safety of the community. The technician will work closely with other team members and departments to address any issues that arise and to maintain high standards of service delivery.

Responsibilities

  • Repairs and services (includes testing) fire hydrants
  • Locates underground utilities using maps, rods, and electronic equipment
  • Assists in preventative maintenance on water and sewer lines
  • Reads water meters, entering data into portable handheld meter reading devices
  • Checks meters for leaks, repairs as needed
  • Installs and removes meters
  • Assists in repairs of water and sewer lines
  • Inspects lift stations and assists with preventative maintenance on pumps, motors, and equipment
  • Uses hand tools related to water and sewer repairs
  • Makes water and sewer taps
  • Snow/Ice removal (which includes 12 hour shifts possibly nights, weekends & holidays)
  • Assists in other areas of Public Services as needed
  • Other duties as assigned.

Requirements

  • Any combination of education and experience equivalent to a High School diploma or General Education Degree (GED) is required
  • Some related experience in the construction/plumbing industry is preferred
  • Valid driver's license required
  • Ability to obtain a valid Class B Commercial Driver's License with Tanker endorsement within 9 months of start date
