About the position

Under general direction of the section Program and Project Supervisor, the Public Utilities Regulatory Analyst III (PURA III) - California Environmental Quality Act (CEQA) Project Manager will have lead responsibility in conducting complex economic, policy and/or technical analyses and research to support Administrative Law Judges (ALJ), Commissioners, and Advisors in the permitting of utility infrastructure projects including electric transmission lines, gas pipelines, telecommunication facilities, and rail projects. Job duties include managing the development of CEQA and other environmental review documents and related processes. The CEQA Project Manager will also oversee the construction compliance of utility infrastructure projects. The CEQA Project Manager will review and recommend action on 'advice letter' requests from utilities in compliance with prior Commission orders. The CEQA Project Manager reviews and disposes of advice letter filings. Advises and consults with Administrative Law Judges (ALJs) regarding rulings and proposed decisions, provides technical support for ALJs in formal proceedings before the Commission, prepares briefings, performs policy research, and prepares alternate decision drafts for Commissioners and their advisors. The CEQA Project Manager is responsible for writing and issuing Requests for Proposals for Consultant services, manages the selection process and acts as contract manager overseeing the development of CEQA/ other environmental documents and construction monitoring of infrastructure projects. The CEQA Project Manager will facilitate workshops and/or stakeholder meetings as needed. The CEQA Project Manager will also perform original research, analysis, and makes recommendations on findings and determining the broad policy or analytical framework for the future programs, procedures, and processes. This may involve providing support to multidisciplinary teams, acting as a leader on a project requiring substantial expertise. The CEQA Project Manager will represent the Energy Division at working groups with utilities and other stakeholders, oversees Program Administrators, and uses sound judgment to ensure program rules are efficiently and effectively implemented. The CEQA Project Manager will advise Commissioners, their advisors, management and other decision-makers regarding issues in the assigned areas.

Requirements

  • Eligibility for the classification of Public Utilities Regulatory Analyst III.
  • Experience related to public utilities and/or transportation in economics, finance, or policy.

Nice-to-haves
