About the position

The Purchasing Agent/Buyer is responsible for managing the procurement process for materials, services, and capital construction projects for the City of Loveland. This role involves creating and evaluating bids, managing contracts, and ensuring vendor performance while maintaining compliance with city and federal procurement policies. The position requires a proactive approach to market research and vendor relations to ensure the availability of quality goods and services for city departments.

Responsibilities

  • Create, post, evaluate, and award bids for materials, services, and capital construction projects.
  • Manage contracts and evaluate vendor performance.
  • Conduct inventory procurement to ensure availability of materials when needed.
  • Research and recommend materials and competitive procurement processes for city departments.
  • Coordinate competitive bidding processes and develop invitations to bid.
  • Monitor evaluations of bids and coordinate acceptance and award of bids.
  • Implement techniques for identifying best value procurements using analytical tools and market trends.
  • Create, administer, and enforce procurement contracts, including negotiating changes as required.
  • Monitor annual contracts and renew, revise, or re-bid as necessary.
  • Provide customer support to all City departments and employees requesting assistance.

Requirements

  • Bachelor's Degree in Business, Finance, Construction Management, or a related field.
  • 5 years of recent purchasing experience in commodity buying.
  • Clear understanding of purchasing guidelines such as Governmental Purchasing Policies and Procedures.
  • Demonstrated negotiation experience and strong knowledge of contract principles and practices.
  • Advanced experience using procurement, financial, database, spreadsheet, word processing, and presentation software.

Nice-to-haves

  • Certified Professional Public Buyer (CPPB) certification preferred.
