About the position

The City of Rochester is seeking a Purchasing and Warehouse Manager for Rochester Public Utilities (RPU), the largest municipal utility in Minnesota, serving over 57,000 electric and 41,000 water customers. This position is pivotal in leading the Warehouse, Contracts, and Procurement processes, ensuring that all facets of contract formation, negotiation, and management are effectively handled. The Purchasing and Warehouse Manager will provide technical guidance and oversight of the procurement function across all levels of staff and management within the utility. This role encompasses the entire materials management and procurement life cycle for all goods and services procured by the organization. As a subject matter expert, the manager will apply professional purchasing concepts and standards to complete complex procurement and contracting assignments, aligning with the organizational objectives. The Purchasing and Warehouse Manager will actively support and promote RPU's mission and goals, monitor industry trends, and recommend necessary changes to senior leadership. The role involves managing utility procurement and inventory activities to ensure efficient and economical operations. The manager will establish divisional goals, track meaningful reports and metrics, and analyze data to identify opportunities for continuous improvement. Additionally, the manager will supervise staff, ensuring adherence to policies and procedures, and will negotiate contracts to limit financial and operational risks to the utility and the City of Rochester. This position also includes responsibilities for inventory management, ensuring timely and accurate data management, and maintaining an orderly and safe warehouse environment. The manager will ensure compliance with safety regulations and embrace RPU's quality system to drive continuous improvement. The starting salary range for this position is between $106,719 and $125,551, depending on experience, with potential advancement to $156,939.

Responsibilities

  • Lead the Warehouse, Contracts, and Procurement processes for Rochester Public Utilities.
  • Manage all facets of contract formation, negotiation, and management.
  • Provide technical guidance and oversight of the procurement function to all levels of staff and management.
  • Support the entire materials management and procurement life cycle for all goods and services.
  • Monitor industry trends and recommend necessary changes to Senior Leadership.
  • Identify and develop strategic suppliers and partnerships to support RPU's business goals.
  • Manage utility procurement and inventory activities for efficient operations.
  • Establish divisional goals and objectives for best-in-class materials performance.
  • Analyze reports and metrics to identify opportunities for continuous improvement.
  • Supervise staff, including planning daily tasks, hiring, training, and evaluating performance.
  • Negotiate contracts to limit financial and operational risk to the Utility and City of Rochester.
  • Ensure timely receipt of materials to support internal customer needs.
  • Oversee the development of bidding processes and review bid specifications.
  • Ensure compliance with NERC CIP-13 supply chain risk assessment and vendor management.
  • Minimize overall inventory value while ensuring safety and service.
  • Maintain warehouse and outdoor storage areas in an orderly and safe manner.

Requirements

  • Bachelor's degree in accounting, finance, economics, industrial engineering, logistics/operations, supply chain management, purchasing, or business administration/management.
  • Five years of experience in warehouse, contracts, and procurement processes.
  • Valid driver's license.
  • Experience using enterprise systems that support warehouse and materials management modules such as SAP, CGI, or JD Edwards.
  • Knowledge of governmental purchasing principles, practices, and methods.

Nice-to-haves

  • Purchasing experience for a public agency and/or electric utility.
  • Legal experience in contracting.
  • Designation as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/or Certified Purchasing Manager (C.P.M).
