About the position

The Purchasing and Warehouse Manager at Rochester Public Utilities (RPU) is responsible for leading the Warehouse, Contracts, and Procurement processes. This role involves managing all facets of contract formation, negotiation, and management while providing technical guidance on procurement functions across the organization. The manager will oversee the materials management and procurement lifecycle for all goods and services, ensuring efficient and economical operations within the utility.

Responsibilities

  • Support and promote RPU's mission, goals, objectives, and strategies.
  • Monitor industry trends and recommend necessary changes to Senior Leadership.
  • Identify and develop strategic suppliers/partnerships to support RPU's business goals.
  • Manage utility procurement and inventory activities for operational efficiency.
  • Establish divisional goals and objectives for materials performance.
  • Track divisional reports, measurements, and metrics for continuous improvement.
  • Supervise staff, including hiring, training, and performance evaluation.
  • Negotiate contracts to limit financial and operational risk.
  • Ensure timely receipt of materials for internal customers.
  • Oversee the bidding process and review bid specifications.
  • Ensure compliance with NERC CIP-13 supply chain risk assessment and vendor management.
  • Administer purchasing card programs and procurement statutes.

Requirements

  • Bachelor's degree in accounting, finance, economics, industrial engineering, logistics/operations, supply chain management, purchasing, or business administration/management.
  • Five years of experience in warehouse, contracts, and procurement processes.
  • Valid driver's license.

Nice-to-haves

  • Purchasing experience for a public agency and/or electric utility.
  • Legal experience in contracting.
  • Experience using enterprise systems like SAP, CGI, or JD Edwards.
  • Certification as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Purchasing Manager (C.P.M).
