About the position

The Purchasing Asset Manager will oversee the procurement of a wide range of commodities and services for Dillard University, focusing on managing the competitive bidding process, contract development, and asset management. This role is crucial for ensuring compliance with procurement laws and regulations while fostering strategic relationships with suppliers and vendors.

Responsibilities

  • Oversee the procurement of commodities and services for the University.
  • Manage the competitive bidding process, including the solicitation and evaluation of bids, quotes, and proposals.
  • Assist university departments in preparing RFQ and RFP documents.
  • Review solicitation documents for completeness and accuracy.
  • Coordinate pre-bid meetings and evaluate and award contracts.
  • Perform contract administration functions post-award.
  • Review purchase orders for proper authorization and compliance with University policies.
  • Process purchase order requests and issue change notices.
  • Analyze market conditions to determine materials availability and prepare market analysis.
  • Monitor costs and overall spending of the University.
  • Implement continuous purchasing process improvements.
  • Measure and manage vendor and supplier performance.
  • Ensure supplier compliance with quality standards and regulations.
  • Troubleshoot cost, quality, and delivery concerns.
  • Manage risks related to quality, cost, and delivery of purchases.
  • Maintain accurate asset-related documentation and monitor compliance with asset management policies.
  • Develop and maintain strategic relationships with key suppliers and vendors.
  • Administer purchasing agreements and contracts with suppliers.
  • Produce regular reports on purchase commitments and delivery performance.
  • Oversee daily activities of the purchasing department and manage procurement and travel functions.
  • Maintain an accurate inventory of all assets and prepare reports on asset performance.

Requirements

  • BA/BS degree in Business, Operations Management, or related field.
  • 5-7 years of progressive procurement and purchasing experience, preferably in non-profit or higher education.
  • Advanced knowledge of procurement principles and processes.
  • Supervisory experience.
  • Working knowledge of procurement laws and regulations.
  • Financial acumen and experience with ERP systems (Jenzabar EX preferred).
  • High competency level in MS Office applications, especially Microsoft Excel.
