About the position

The Purchasing & Contracts Analyst I position is a critical role within the Los Angeles County Department of Human Resources, aimed at addressing the homelessness crisis through effective procurement and contract management. The analyst will work under the guidance of senior analysts to perform routine acquisitions of equipment, supplies, and services, while also participating in more complex procurement processes. This role is essential in ensuring compliance with County policies and legal requirements, ultimately contributing to the County's mission of supporting vulnerable populations.

Responsibilities

  • Prepares routine solicitation and contract documents, including Request for Quotations (RFQs) and Request for Bids (RFBs).
  • Assists senior analysts in preparing Requests for Bids (RFBs) and Requests for Proposals (RFPs).
  • Reviews and evaluates vendor bid responses and issues purchase orders and/or contracts.
  • Recommends County procurement standards and emergency purchase procedures.
  • Assists with highly complex acquisitions and developing master agreements and contracts.
  • Monitors and audits routine agreements and contracts for compliance with terms and conditions.
  • Compiles data from various sources to generate and analyze reports for strategic purchasing recommendations.
  • Identifies opportunities to improve the quality and efficiency of acquisition processes.
  • Resolves contractual issues with vendors and assists customer departments in understanding agreements.

Requirements

  • Bachelor's Degree or higher from an accredited college or university, or three years of purchasing and/or contracts experience in a competitive bid environment.
  • Certification as Accredited Purchasing Practitioner (APP), Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Public Purchasing Buyer (CPPB), or Certified Public Purchasing Officer (CPPO).
  • A valid California Class C Driver License or the ability to utilize alternative transportation.

Nice-to-haves

  • Experience in public sector procurement.
  • Knowledge of County policies and procedures related to purchasing and contracts.
