About the position

The Purchasing Manager is responsible for coordinating the procurement of goods and services for the agency across Jefferson and St. Lawrence Counties. This role involves managing purchasing activities, supervising staff, and developing procurement strategies to optimize costs and enhance supply chain efficiency. The Purchasing Manager will negotiate contracts, maintain procurement records, and ensure compliance with purchasing policies.

Responsibilities

  • Manage daily purchasing activities and supervise staff.
  • Develop and implement procurement strategies and policies for cost optimization.
  • Negotiate contracts and terms with suppliers for favorable pricing and payment terms.
  • Maintain the supplier database and purchase records.
  • Coordinate with inventory control to manage inventory needs.
  • Prepare cost estimates and manage budgets.
  • Improve purchasing systems and processes in coordination with other departments.
  • Ensure procurement of raw materials and supplies according to regulatory policies.
  • Review requisitions and confer with vendors for product information.
  • Select products for purchase and determine procurement methods.
  • Monitor inventory levels and implement inventory management strategies.
  • Discuss defective goods with users and vendors to take corrective action.
  • Verify and approve invoices for payment.
  • Conduct daily safety inspections of sites.

Requirements

  • Bachelor's Degree in Business, Purchasing, or related field with 3-5 years of experience in purchasing, or an Associate's Degree with 7-10 years of experience.
  • Proficient with MS Office: Word and Excel.
  • Ability to communicate professionally with all levels of the organization and external contacts.
  • Solid decision-making skills and strong business ethics.
  • Sales experience is helpful.

  • Experience in a supervisory role within purchasing.
  • Knowledge of procurement regulations and compliance.
