About the position

The Riverside Regional Jail is seeking a full-time Purchasing Manager responsible for overseeing the procurement of various commodities and services. This role involves managing competitive procurement processes, ensuring compliance with the Virginia Public Procurement Act, and conducting complex procurements. The Purchasing Manager will also provide guidance to departments during the evaluation of bids and proposals, manage contract negotiations, and ensure vendors meet contractual obligations.

Responsibilities

  • Manage competitive procurement processes in compliance with the Virginia Public Procurement Act.
  • Conduct innovative and complex procurements.
  • Review and analyze procurement requisitions.
  • Determine the most appropriate procurement methods for high-profile goods and services.
  • Coordinate and develop scopes of work, specifications, and evaluation criteria for IFBs and RFPs.
  • Guide and educate departments during bid and proposal evaluations.
  • Review justifications for award/non-award to maintain procurement integrity.
  • Plan and conduct pre-bid/preproposal conferences for major procurements.
  • Identify and coordinate cooperative procurements.
  • Conduct negotiations and administer contracts, including legal counsel involvement.
  • Respond to Freedom of Information Act requests.
  • Conduct onsite vendor facility visitations to ensure capability to meet obligations.
  • Review and approve changes in goods and services contracts.
  • Manage multiple projects.

Requirements

  • Bachelor's degree in Business, Public Administration, or Marketing.
  • At least three years of experience in a public environment.
  • Considerable knowledge of public procurement policies and regulations, including the Virginia Public Procurement Act.
  • Experience with complex contract development and administration.
  • Experience executing procurements using RFPs and IFBs.
  • Knowledge of leading complex project management teams and improving business processes.
  • Advanced data analysis skills, including data collection and research.
  • Excellent communication skills, both oral and written.
  • Ability to function independently and manage multiple priorities in a fast-paced environment.
  • Strong problem identification and solving skills.
  • Interpersonal skills to motivate, mentor, and train others.
