About the position

The Purchasing Manager at Maine Veterans' Homes is responsible for overseeing the procurement of high-quality supplies and goods to support all locations. This role involves cost analysis, vendor negotiations, and maintaining comprehensive records of inventories and contracts. The Purchasing Manager collaborates with department heads and Home Administrators to ensure that purchasing guidelines are adhered to and provides training to ensure consistency across all homes.

Responsibilities

  • Order supplies and capital purchases not initiated at the facilities and assist facilities in their purchasing efforts.
  • Work closely with department heads and Administrators to determine specific needs and act as a resource for sourcing supplies and vendors.
  • Maintain proper inventory levels for various supplies in collaboration with facilities.
  • Develop RFQs, solicit quotes, analyze costs and terms, perform cost/price analysis, select suppliers, negotiate prices, and monitor supplier schedules.
  • Receive and review contract bid proposals and requisitions for accuracy, considering demand, cost, quality, market conditions, and availability.
  • Act as the primary contact for vendors to ensure proper coordination and contract execution.
  • Review quality, delivery, and price performance with suppliers regularly, ensuring contract terms are met.
  • Qualify new suppliers and perform audits of existing suppliers to maintain satisfactory performance.
  • Investigate and correct discrepancies between receiving, accounting, inventory, and purchasing.
  • Contact suppliers to schedule or expedite deliveries and resolve shortages or late deliveries.
  • Maintain effective communication and good relations with suppliers, vendors, and co-workers, promoting the values and mission of MVH.
  • Oversee purchase orders and MVH purchasing and other contracts as assigned.
  • Work with vendors to obtain product and service information.
  • Attend meetings prepared to discuss inventory and buying activities and recommend solutions.
  • Maintain purchasing systems and tracking across all relevant systems, supporting corporate controls and strategic purchasing initiatives.
  • Assume other duties as assigned by the Director of Facilities.
  • Maintain VA grant documents and assist Senior and Executive team with grant submissions and documentation requirements.
  • Provide ongoing training for all buyers across all homes regarding procurement systems.

Requirements

  • Undergraduate degree required.
  • Minimum of 5 years of purchasing experience required, preferably in a non-profit setting.
  • Thorough knowledge of all aspects of purchasing systems.
  • Experience working with purchasing software systems and their operations and capabilities.
  • Experience negotiating with vendors and suppliers in a purchasing capacity.
  • Accounts payable and budgeting experience preferred.
  • Ability to work with various facility and Central Office department leadership and staff to support supply and service operations.
  • Judgment and decision-making skills.
  • Strong written and verbal communication skills.
  • Strong computer and Microsoft Office skills.

Nice-to-haves

  • APIC certification and healthcare knowledge preferred.
