About the position

The Purchasing Manager is responsible for directing and managing the purchasing activities of the Harlandale Independent School District. This role ensures compliance with applicable state and federal laws and regulations governing school district purchases of goods and services. The Purchasing Manager will oversee the procurement of materials and equipment for the district through various methods including competitive bids, sealed proposals, and informal quotations, ensuring adherence to established district criteria and state purchasing rules. The position requires a Bachelor's degree in business or public administration and at least three years of professional-level purchasing experience in the public sector. In this role, the Purchasing Manager will prepare all bidding documents, coordinate the evaluation of formal bids, and facilitate recommendations for awarding contracts to the Assistant Superintendent for Finance for school board approval. The manager will also be responsible for obtaining and evaluating comparative prices and quotations, making informed purchasing decisions, and developing vendor and bidder lists. Additionally, the Purchasing Manager will approve purchase orders, monitor requisitions for compliance, and administer contracts with suppliers, ensuring that all materials conform to specifications. The position also involves personnel management, where the Purchasing Manager will select, train, evaluate, and supervise purchasing staff, making recommendations regarding their assignments and retention. The manager will work cooperatively with district personnel to determine specific requirements and assist in locating necessary goods and services, as well as manage the warehouse operations and inventory of textbooks and records. The role requires effective organizational, communication, and interpersonal skills to maintain smooth operations within the purchasing department.

Responsibilities

  • Oversee purchase of materials and equipment for the district by competitive bids, competitive sealed proposals, requests for proposals, government catalog contract purchases, informal quotations, and negotiations following established district criteria and in compliance with state purchasing rules.
  • Oversee preparation of all bidding documents, including notice and instructions to bidders, specifications, and form of proposal.
  • Coordinate the evaluation of formal bids and facilitate the recommendations for the awarding of contracts to Assistant Superintendent for Finance for school board approval.
  • Obtain and evaluate comparative prices and quotations. Make purchasing decisions based on information obtained.
  • Develop vendor and bidder lists and approve additions.
  • Approve purchase orders and monitor all purchase requisitions to ensure local, state and federal compliance and the accuracy of information, calculations, and coding.
  • Administer contracts and handle adjustments with suppliers, including replacement of material not conforming to specifications, cancellation of orders, and receipt of proper credit.
  • Select, train, evaluate, and supervise purchasing staff and make recommendations relative to assignment, retention, discipline, and dismissal.
  • Work cooperatively with district personnel to determine specific requirements and assist in locating necessary goods and services.
  • Work with campus and departments in facilitating their need for equipment.
  • Management of the warehouse with assigned staff to facilitate the receipt, storage, and delivery of supplies and materials.
  • Management of the inventory of textbooks/records management.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable accounting records.
  • Follow district safety protocols and emergency procedures.
  • Perform other tasks and assume such responsibilities as may be assigned by the Assistant Superintendent for Finance or the Superintendent.

Requirements

  • Bachelor's degree in business or public administration.
  • Knowledge of competitive bidding statutes and purchasing procedures.
  • Knowledge of accounting and auditing principles.
  • Proficiency skills in keyboarding and file maintenance.
  • Ability to work with numbers in an accurate and rapid manner.
  • Ability to use software to develop spreadsheets, databases, and do word processing.
  • Ability to supervise personnel.
  • Effective organizational, communication, and interpersonal skills.
  • 3 years professional-level purchasing agent experience in public sector.
