About the position

The Purchasing Manager for the Solid Waste Management Department is responsible for overseeing procurement activities, managing staff, and ensuring efficient purchasing operations. This role involves establishing objectives, reviewing contracts, and interfacing with vendors to resolve conflicts. The Purchasing Manager will also promote participation by Minority/Women's Business Enterprise (M/WBE) businesses in procurement processes and will report directly to the Assistant Director/CFO.

Responsibilities

  • Manage assigned procurement personnel and administrative staff.
  • Establish objectives, priorities, and standards for the purchasing area.
  • Review and monitor the progression of all SWMD contracts, bids, and purchase orders.
  • Develop, review, and approve administrative and purchasing procedures.
  • Approve complex bid proposals and specifications.
  • Investigate claims from vendors regarding service or material failures and recommend actions.
  • Interface with vendors to achieve conflict resolution.
  • Administer programs to promote M/WBE participation in procurement.
  • Present recommendations on purchases to upper management and manage the submittal process to City Council for approval.
  • Evaluate work equivalent to first-line supervisors and non-supervisors.
  • Interpret and direct the development of contract provisions and review contracts for accuracy.
  • Evaluate and approve changes prior to bid and renewal processes.
  • Manage and participate in the preparation of financial and administrative reports for upper management.
  • Conduct needs analysis to simplify and standardize services and reduce procurement costs.

Requirements

  • Bachelor's degree in business administration, Materials Management, Purchasing, or a related field.
  • Six years of progressively responsible professional purchasing experience, with at least two years in a supervisory role.

  • Superior knowledge of the City's purchasing systems, Ariba, Kronos, Microsoft Office Suite, and SAP FI Modules applications.
