About the position

The Purchasing Manager is responsible for sourcing both commercial off the shelf (COTS) and custom designed products and services for a Department of Defense Manufacturer. This role involves strategic procurement activities, managing project procurement budgets, and executing purchasing functions to ensure timely and cost-effective delivery of materials. Key performance indicators include material cost measures, on-time delivery, and supplier quality.

Responsibilities

  • Align with senior management to implement purchasing strategies in a timely manner.
  • Track and report key functional metrics to reduce costs and improve effectiveness.
  • Source and select suppliers, manage competitive bids, and negotiate purchase terms.
  • Visit suppliers to assess their facilities and capabilities.
  • Review pricing trends and make recommendations on purchases.
  • Ensure compliance with anti-bribery and corruption policies.
  • Record and monitor supply agreements and coordinate plans with optimal terms.
  • Partner with stakeholders to manage risk and track requirements documentation.
  • Lead Supplier Qualification and Reevaluation initiatives.
  • Monitor industry economics and forecast price trends.
  • Perform cost scenario analysis and present benchmarking results.
  • Assess and recommend risk mitigation strategies.
  • Collaborate with Inventory & Planning to forecast demand and optimize deliveries.
  • Prepare Purchase Orders and review bid proposals.

Requirements

  • Bachelor's degree in Business Administration or related field.
  • Minimum 5 years of experience as a senior purchasing specialist or manager in manufacturing.
  • At least 2 years of experience in the Department of Defense (DoD) sector.
  • Proven experience in a highly regulated manufacturing environment.
  • Familiarity with strategic sourcing and commodity/category management.
  • Strong background with MRP in manufacturing.
  • Experience in data analysis and conflict resolution.
  • Strong leadership and decision-making skills.
  • Eligibility to obtain and maintain a U.S. Government Security Clearance.

Nice-to-haves

  • Strong Microsoft Office skills, particularly in Excel.
  • Excellent written and verbal communication skills.
  • Experience in supplier quality and auditing.
