About the position

The Purchasing Manager at Tenneco is responsible for planning, executing, and finalizing procurement strategies for the plant organization. This role involves managing purchasing operations to ensure high-quality materials and components are acquired at competitive prices, while also overseeing a team of analysts and project managers. The position includes global responsibilities for CAPEX sourcing, requiring effective communication of global business trends and management of capital equipment purchasing efforts.

Responsibilities

  • Point of escalation for all supplier related issues in the Plant
  • Responsible for strategic management of plant spend
  • Works with suppliers and buyers to review market, price, delivery conditions and trends to determine present and future material availability
  • Negotiates contracts with suppliers/contractors in line with company policy and procedures
  • Proposes dollar authorization limits for local purchasing staff
  • Oversees disposal/sale of surplus material or scrap products
  • Monitors purchase order requisitions and purchasing contracts for conformance to company policy
  • Engages suppliers when serious variations arise in delivery, quality, price or conditions of sale
  • Trains new staff members, provides daily supervision of local staff and conducts performance appraisals
  • Oversees overall plant purchasing operations to ensure an ongoing supply of materials, tools, services and indirect materials
  • Implements systems and monitoring processes to prevent raw material outages while managing inventory
  • Develops and manages direct and indirect material projects to achieve plant savings
  • Routinely provides forecast of purchase price savings and scrap sales revenue
  • Ensures targets are met for supplier Payment Terms and Days Payable
  • Supports corporate requests for plant data as needed
  • Manages supply base to maintain quality standard compliance
  • Develops and manages the Purchasing budget
  • Deploys the plant purchasing strategy in four purchasing processes
  • Implements raw materials productivity actions
  • Directs and manages sourcing strategies from beginning to end
  • Monitors and analyzes trends in plant spending and inventory control
  • Analyzes trends and market conditions for pricing, availability, lead-time, and capacity of goods and services
  • Interviews, identifies, and qualifies potential new vendors or suppliers
  • Monitors vendor performance to ensure quality of service
  • Develops and delivers purchasing and inventory reports, bid proposals, and tender documents
  • Develops and implements plans to auction, recycle or sell obsolete inventory and equipment
  • Coordinates delivery of CAPEX and other collateral equipment to the plant
  • Ensures good quality and on-time delivery of supplied products
  • Monitors supplier quality, audits, and improvement efforts
  • Optimizes the number of suppliers and pushes optimization of systems
  • Establishes supplier contracts with Corporate Commodity Teams
  • Coordinates with legal team to ensure contractual obligations minimize risk
  • Develops understanding of Capital Equipment and Machinery
  • Defines strategies to enhance global Ignition Capital equipment footprint
  • Full responsibility for commercial negotiation with vendors
  • Facilitates sourcing strategy meetings
  • Provides recovery mechanisms for cost drivers
  • Drives supplier approval process
  • Capitalize on all purchasing opportunities
  • Sets negotiation strategy and direction for negotiation settings
  • Manages cost recovery as necessary
  • Enforces supplier requirements
  • Negotiates, creates, maintains & enforces all supplier contracts
  • Determines contract levels and related criteria for Capex
  • Travels to suppliers and other global Company facilities as required

Requirements

  • Bachelor's degree in business or similar
  • 5 or more years of buying experience in complex high volume environment
  • Experience as a supervisor in same or similar function
  • Knowledge of purchasing regulations and laws
  • Familiarity with purchase management software and/or automated procurement systems
  • Solid working knowledge of current IT technologies, including Microsoft Word, Excel and PowerPoint
  • SAP and/or PLEX experience is preferred
  • Excellent contract management skills
  • Effective negotiation skills
  • Ability to deal tactfully with vendors, suppliers, and contractors
  • General knowledge of accounting and finance, marketing, and logistics
  • Experience working both independently and in a team-oriented environment
  • Ability to effectively prioritize and execute tasks in a high-pressure environment
