About the position

The Purchasing Manager is responsible for sourcing both commercial off the shelf (COTS) and custom designed products and services for a Department of Defense Manufacturer. This role involves strategic procurement activities, managing project procurement budgets, and executing purchasing functions to ensure timely and cost-effective actions. Key performance indicators include material cost measures, on-time delivery, and supplier quality.

Responsibilities

  • Align with senior management to implement purchasing strategies in a timely manner.
  • Track and report key functional metrics to reduce costs and improve effectiveness and visibility.
  • Source and select suppliers, manage competitive bids, and negotiate purchase terms and conditions.
  • Visit suppliers to investigate facilities, capacity, and ability to meet quality requirements, specifications, and delivery dates.
  • Review current pricing trends in materials and supplies, make recommendations on timing and quantity of purchases, and establish the most economical buy.
  • Ensure suppliers follow anti-bribery and corruption policies.
  • Utilize strong ERP/MRP experience to manage materials and inventory effectively.
  • Record and monitor supply agreements and strategies, coordinating plans with optimal terms.
  • Partner with stakeholders to ensure clear requirements documentation and manage risk.
  • Lead and coordinate all Supplier Qualification and Reevaluation initiatives and processes.
  • Keep abreast of industry economics and forecast price and market trends to identify changes in buyer-supplier power.
  • Perform cost scenario analysis and present benchmarking results.
  • Assess, manage, and recommend risk mitigation strategies.
  • Seek, recommend, and partner with key commodities and suppliers.
  • Monitor and coordinate with Inventory & Planning to forecast demand levels and determine optimum delivery quantities and timing.
  • Define and prepare Purchase Orders and/or Bid Requests, review bid proposals, and negotiate orders within budget.

Requirements

  • Minimum of a Bachelor's degree in Business Administration or related field or equivalent.
  • Minimum 5 years as a senior level purchasing specialist or manager in manufacturing.
  • Minimum 2 years DoD experience.
  • Proven experience as a purchasing manager in a highly regulated manufacturing environment.
  • Familiarity with strategic sourcing and commodity/category management.
  • Knowledgeable in market dynamics with a keen business and commercial sense.
  • Strong working background with MRP in manufacturing of discreet and/or project related demand.
  • Highly experienced in gathering, analyzing, and presenting data, along with identifying and resolving conflicting figures.
  • Strong leadership capabilities with solid judgment and decision-making skills.
  • Eligibility to obtain and/or maintain a U.S. Government Security Clearance.
