About the position

Rolling Plains Management Corporation is seeking a qualified individual to fill a full-time Purchasing Specialist/Accounts Payable position that will report to the Finance Director. This role is essential for ensuring that the organization's purchasing and accounts payable processes are executed efficiently and in compliance with established policies and regulations. Regular work hours are from 8 am to 5 pm, although some variation in work hours may be required to meet the demands of the position. The Purchasing Specialist will engage in a variety of technical tasks that require sound judgment and the ability to work collaboratively with others to achieve departmental goals. The Purchasing Specialist is responsible for conducting work related to accounting and fiscal reporting in accordance with the agency's Accounting & Financial Policies and Procedures Manual, as well as grant regulations. This position provides day-to-day fiscal support to the Director of Finance and respective program directors, ensuring that all financial activities are carried out accurately and timely. The Purchasing Specialist must be well-organized and possess strong communication skills to effectively interact with all staff members. Key responsibilities include processing purchase orders, maintaining purchasing files, managing agency maintenance requests, handling incoming and outgoing mail, and providing administrative support to the accounting staff. In this role, the Purchasing Specialist will also be expected to demonstrate a high level of professionalism and integrity, as they will be dealing with sensitive financial information. The ability to work independently while also being a team player is crucial, as is the capacity to adapt to changes in the workplace. The ideal candidate will have a strong commitment to serving a diverse population, including low-income individuals, and will be dedicated to helping the organization achieve its mission through effective financial management.

Responsibilities

  • Process purchase orders and maintain purchasing files.
  • Manage agency maintenance requests and incoming/outgoing mail.
  • Provide administrative support to accounting staff.
  • Conduct accounting and fiscal reporting in accordance with policies and regulations.
  • Support the Director of Finance and program directors with day-to-day fiscal operations.
  • Ensure compliance with grant regulations and financial policies.

Requirements

  • Associate degree in business or related field preferred.
  • Two years of related job experience may be substituted for one year of college with approval of the Executive Director.
  • Demonstrated ability to operate personal computers within a Windows Microsoft environment, including Word, Excel, and Outlook.
  • Intermediate knowledge of Excel is desired.
  • Minimum of two years experience working in a non-profit and/or government setting preferred.
  • Working knowledge of grant compliance requirements preferred.
  • Ability to make accurate math calculations is required.
  • Strong interpersonal skills and ability to balance a variety of duties.
  • Excellent communication and organizational skills are required.
  • Ability to work independently and cooperatively with minimal supervision.
  • Flexibility and adaptability to change in the workplace.

Nice-to-haves

  • Experience with Government Auditing Standards and Generally Accepted Accounting Principles.
  • Familiarity with OMB Uniform Guidance and Texas Administrative Code.
