About the position

The Quality Assurance Analyst II position is responsible for ensuring the integrity and quality of service delivery within the South Carolina Vocational Rehabilitation Department. This role involves planning, coordinating, and conducting quality assurance reviews, analyzing service delivery processes, and collaborating with various teams to maintain compliance with agency and federal regulations. The analyst will also provide training and technical assistance to local QA teams and develop strategic plans to improve consumer participation and retention in vocational rehabilitation programs.

Responsibilities

  • Assist in planning, coordinating, and conducting Quality Assurance reviews to assess program integrity.
  • Review and analyze service delivery processes and recommend improvements.
  • Conduct compliance reviews from the Case Management System for various programs to ensure quality standards are met.
  • Collaborate with the Quality Assurance team and IT staff to compile data for case reviews.
  • Coordinate meetings to identify trends and ensure compliance with WIOA performance requirements.
  • Work with the QA Manager to direct other Quality Assurance Analysts in reporting compliance violations.
  • Prepare management reports regarding compliance operations and progress.
  • Develop and provide on-site training for field offices based on trend data.
  • Conduct statewide analysis of transition student referrals and retention after exit from education programs.
  • Provide training and technical assistance to local QA teams on case review tools.
  • Conduct special topical reviews as directed by management.
  • Perform all other duties as assigned.

Requirements

  • Bachelor's degree and two years of experience with Quality Assurance systems design/creation/management.
  • Proficiency with Microsoft 365 applications including Teams, Planner, Project, and Power BI.
  • Proficiency with process mapping software such as Visio or Bizagi Modeler.
  • Knowledge of quality assurance/quality management and continuous improvement frameworks.
  • Skill in utilizing performance measurement and process mapping tools.
  • Knowledge of inter-rater reliability measurement.
  • Ability to conduct situationally appropriate analyses for problem solving.
  • Ability to effectively train, supervise, and manage workloads of employees in QA functions.
  • Skill in communicating technical information verbally and in writing.

Nice-to-haves

  • Master's degree in Vocational Counseling, Counseling, Psychology or related field.
