About the position

The Quality Assurance Specialist position within the Office of the Inspector General (OIG) at the U.S. Nuclear Regulatory Commission (NRC) is responsible for ensuring that audit and evaluation work adheres to professional standards. This role involves advising staff on quality assurance reviews, coordinating with agency officials on audit recommendations, and maintaining compliance with auditing standards. The position requires a hybrid work model, combining virtual and in-person work at the NRC Headquarters in Rockville, MD, with a focus on quality control and process improvement in audit operations.

Responsibilities

  • Carry out day-to-day quality assurance functions to ensure compliance with professional standards in audit and evaluation work.
  • Advise AED staff on results of quality assurance reviews and edits as appropriate.
  • Coordinate with agency officials to resolve OIG audit recommendations and ensure appropriate closure of corrective actions.
  • Draft and revise policies and procedures in the Audit and Evaluations Manual to comply with Yellow Book and Blue Book standards.
  • Collaborate with AED staff in preparing the annual plan, management challenges, and Semiannual Report to Congress.
  • Ensure the quality assurance system is designed to provide reasonable assurance for compliance with Government auditing and peer review standards.
  • Analyze and summarize monitoring results to identify systemic issues and recommend corrective actions to management.
  • Gather and analyze data to identify trends and conditions for process improvements.
  • Provide guidance and mentoring to AED staff on best practices and quality assurance processes.
  • Monitor AED annual training requirements and ensure staff compliance with standards.

Requirements

  • At least one year of specialized experience at the GG-12 grade level or equivalent in the Federal service performing audits.
  • Thorough knowledge of the Government Accountability Office's Government Auditing Standards (GAGAS) applicable to audit techniques and procedures.
  • Skill in training, conducting, and reporting on audits and evaluations that promote economy, efficiency, and effectiveness.
  • Knowledge of Generally Accepted Government Auditing Standards (GAGAS) to ensure compliance with professional standards.
  • Ability to review, analyze, and edit audit/evaluation reports for compliance with professional standards.
  • Demonstrated ability to maintain effective working relationships with agency officials to coordinate audit recommendations.
  • Ability to write policies and procedures to ensure compliance with professional standards.
  • Superior written and verbal communication skills.
  • Solid understanding of accounting and auditing standards and reporting requirements.

Nice-to-haves

  • Certified Public Accountant certification preferred but not required.
  • Formal education in auditing is desired.
