About the position

The Quality Improvement Analyst position with the City of Durham is a full-time role dedicated to enhancing the quality and efficiency of city services through comprehensive management analysis and oversight. This position plays a crucial role in departmental budget and personnel management, program administration, and risk management and safety services. The incumbent will engage in fully-proficient journey-level financial, managerial, and operational analysis work, requiring independent evaluation and analysis of various issues. The role demands the exercise of sound judgment, education, and experience to select and apply appropriate criteria for problem resolution and recommendations. The responsibilities of this position include researching, compiling, and analyzing information to prepare detailed reports, managing programs and processes, assessing program performance, and performing quality control. The analyst will consult with management and staff, undertake special projects, and serve as a liaison to other city departments, vendors, or external customers. Additionally, the role involves analyzing operational processes to recommend improvements, developing performance measures, updating business plans, and assisting with strategic planning. The analyst may also oversee contracts, agreements, and leases, and coordinate and administer budgets. As part of the duties, the Quality Improvement Analyst will administer programs by evaluating their performance, ensuring compliance with applicable regulations, and developing performance measures. The position requires the preparation and maintenance of various documents, including reports, business plans, and promotional materials, while also updating databases and online systems. Collaboration with city management, departments, vendors, and external agencies is essential, as is the ability to conduct public outreach and site visits. The analyst will also be responsible for developing and delivering training related to compliance and quality assurance initiatives, ensuring that all emergency operations employees maintain consistent compliance with established standards.

Responsibilities

  • Provide management analysis and oversight for departmental budget and personnel management.
  • Administer programs including evaluating program performance and ensuring compliance with regulations.
  • Prepare, maintain, and process reports, business plans, contracts, and other documents.
  • Collaborate with city management and departments, serving as a liaison to vendors and external agencies.
  • Develop, prepare, and administer budgets, monitoring expenditures and making recommendations.
  • Conduct quality control assessments and develop performance measures for programs.
  • Research and recommend policy implementations to ensure compliance with accreditation requirements.
  • Identify departmental training needs through data collection and analysis.
  • Develop and maintain Continuing Education materials related to compliance.

Requirements

  • Bachelor's degree in a related field or equivalent experience.
  • Minimum of 2 years of experience in budgeting and financial analysis.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and exercise sound judgment.

Nice-to-haves

  • Familiarity with IAED standards and AQUA software.
  • Any AED Q certifications.
  • Understanding of accreditation processes and requirements.
