About the position

The Rapid Rehousing Finance & Compliance Manager is responsible for overseeing the review, compliance, approval, and payment of monthly Rental and Utility Requests submitted by various agencies. This role is crucial in ensuring that the requests comply with the Department of Housing and Urban Development grants, specifically for the CT Domestic Violence / Human Trafficking Rapid Rehousing program, which supports victims of domestic violence and human trafficking.

Responsibilities

  • Process monthly rental and utility request payments for landlords and utility companies in accordance with RRH policy and procedures.
  • Verify invoices submitted to ensure grant compliance and eligibility.
  • Accurately code and process packet invoices within predetermined time frames.
  • Develop and maintain internal and external controls and policy/procedure manuals around the Rental and Utility Request process.
  • Disburse payments in a timely manner according to Rapid Rehousing policy and procedures.
  • Verify and validate the landlord's EIN number prior to issuing payment.
  • Prepare and write promissory notes for landlords and obtain managerial signatures.
  • Setup and prepare ACH payments to landlords using a banking database; prepare the ACH batch for approval.
  • Prepare and print checks for utilities and non-ACH landlords, including check registers for managerial review.
  • Provide the Finance Department with a check register report prior to issuing checks & ACHs for positive pay uploads.
  • Manage and schedule management's calendars for check signing and ACH approvals.
  • Notify the Finance Department of cash requirements for checks and ACHs to be issued.
  • Build and maintain good business relationships with landlords and respond to inquiries in a timely manner.
  • Encourage landlords to use ACH payments for timely and cost-effective solutions.
  • Provide training and technical assistance to member and non-member agencies and DV Advocates.

Requirements

  • Bachelor's degree or equivalent experience in a related field.
  • Prior housing experience with Rapid Rehousing programs or other Department of Housing programs.
  • Excellent organizational skills and attention to detail.
  • Knowledge of QuickBooks accounting software.
  • Strong analytic, organization, and problem-solving skills.
  • Excellent oral and written communication skills.
  • Experience managing multiple projects within deadlines in a fast-paced environment.
  • Ability to develop and maintain cooperative relations with diverse individuals and organizations.
  • Knowledge of Windows operating systems and Microsoft Office programs.

Benefits

  • Full-time position with a salary range of $62,000 - $65,000 per year.
  • In-person work location with a Monday to Friday schedule.
