About the position

The Reactor Operations Engineer or Scientist position is located in the Office of Nuclear Reactor Regulation (NRR), specifically within the Division of Reactor Oversight (DRO) and the Reactor Assessment Branch (IRAB). This role involves managing reactor oversight processes, developing inspection procedures, and providing technical support for inspections of nuclear power facilities. The successful candidate will also represent the division in technical working groups and may act as Branch Chief in the absence of the supervisor.

Responsibilities

  • Participate in activities related to the management of the Reactor Oversight Processes, focusing on safety and risk aspects related to inspections and assessments.
  • Develop inspection procedures and related program guidance for NRC inspections of nuclear power facilities, including operating facilities and those under construction.
  • Identify and prioritize generic reactor inspection-related issues and formulate office positions.
  • Provide headquarters support for regional inspections, notifying the supervisor of any reactor safety concerns.
  • Develop estimates of resources needed to perform all elements of the assigned program, whether established or under development.
  • Represent the division on technical working groups and provide independent input on related matters.
  • Prepare and present technical briefings to NRC management as requested.
  • May be required to act as Branch Chief in the absence of the supervisor.

Requirements

  • At least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
  • Demonstrated knowledge of the NRC Reactor Oversight Process, including significance determination as applied to operating, construction, and decommissioning commercial nuclear power plant inspections.
  • Demonstrated ability to coordinate a broad range of technical tasks and work effectively across organizations and disciplines.
  • In-depth knowledge of NRC's rules, regulations, and policies governing the implementation of the reactor oversight process and nuclear reactor systems regulatory reviews.
  • Ability to identify complex commercial nuclear power reactor regulatory and safety issues and recommend successful approaches for resolution.
  • Effective communication skills, both orally and in writing, and the ability to establish effective working relationships with various stakeholders.

Nice-to-haves

  • Experience in the review and/or inspection of the physical functional requirements of reactor sites, structures, systems, components, staffing, and procedures during various phases of reactor life.
  • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
  • Successful completion of the Fundamentals of Engineering (FE) examination.
