About the position

The City of Virginia Beach is seeking a qualified Real Estate Appraiser III to join the Real Estate Assessor's Office, focusing on the annual valuation of all real estate in the city. This role is essential for ensuring fairness and equity in property assessments in compliance with state law and city code. The selected candidate will be part of the commercial valuation team and will receive a $5,000 hiring bonus, contingent on performance evaluations during the first year.

Responsibilities

  • Obtain and record data on land and improvements using deeds, plats, site plans, and field inspections.
  • Measure structures using a manual tape measure and compute square footage for property evaluations.
  • Recheck structures for alterations to maintain accurate property information.
  • Perform real estate appraisals for timely reassessment of the City.
  • Sketch field measurements and enter detailed data on properties.
  • Analyze sales data to determine estimated market value of land and improvements.
  • Appraise new construction, land, and building improvements for tax assessments.
  • Study building plans and specifications to gather information affecting property value.
  • Visit properties to verify information on building permits and ascertain quality of construction.
  • Compile data for ratio studies, verify sales, and prepare reports for mass appraisal processes.
  • Assist during real estate tax hearings and conduct property inspections for Board of Equalization hearings.

Requirements

  • Any combination of education and/or experience equivalent to six years in fields utilizing required knowledge, skills, and abilities related to Real Property Appraiser positions.
  • Completion of three courses from recognized appraisal organizations or possession of a valid Real Estate Appraisal License in Virginia.
  • Current and valid Virginia or North Carolina driver's license.

Nice-to-haves

  • Certified Residential Appraisal License or above in Virginia.
  • Experience as an Appraiser in a Real Estate Assessor's Office.
  • Advanced MS Excel experience.
  • Professional Designation with IAAO, ASA, or Appraisal Foundation.
  • Experience in Commercial Appraisals.
  • Five or more years of real estate appraisal experience.
  • Three or more appraisal-related education courses.
  • Experience with income & expense, lease analysis for valuation interpretations.
  • Four-year college degree in Finance, Economics, Business Administration, or a real estate-related field.
  • Experience training/mentoring less senior team members.
  • Experience interpreting plats, maps, and deeds.
