About the position

The Real Property Examiner is responsible for managing, inventorying, maintaining, and disposing of government-owned real property at the installation level. This role involves collecting and analyzing real property data, conducting inspections, and ensuring compliance with federal and state regulations. The incumbent will work under the direction of the Base Civil Engineer and will serve as the primary authority on real property matters, coordinating with various agencies and stakeholders.

Responsibilities

  • Contact officials within local, state, and federal agencies regarding real property management programs.
  • Inspect government-owned real property and prepare written reports of physical inspections.
  • Develop and recommend programs for the acquisition of property titles, leaseholds, and permits.
  • Research legal documents to determine ownership for property acquisitions.
  • Prepare and process Declarations of Excess and proposed facility disposal actions.
  • Conduct continuous space use studies to ensure efficient use of building space.
  • Establish and maintain a quantitative and monetary capital asset account.
  • Analyze and provide data for Environmental Assessments on government-owned lands.
  • Provide real property statistics and recommendations for utilization and disposal of real property.
  • Coordinate temporary use rights of government or private property.

Requirements

  • Minimum three years of New York State service in a Grade 9 or above title performing administrative tasks related to finance, accounting, or real property management.
  • Bachelor's degree with nine credit hours in mathematics, statistics, or real estate and two years of relevant experience.
  • Associate's Degree or Certification with nine credit hours in mathematics, statistics, or real estate and three years of relevant experience.
  • Six years of experience performing administrative tasks related to finance, accounting, or real property management.
  • Proficiency in Microsoft Office software, particularly MS Word and Excel.
  • Ability to obtain and maintain a favorable background investigation and appropriate clearance.

Nice-to-haves

  • Knowledge of State agency operations and policies.
  • Experience working with the Statewide Financial System (SFS).
  • Familiarity with National Guard Bureau operations.

Benefits

  • Salary range from $54,860 to $63,169 annually.
  • Mid-Hudson Adjustment of $1,543 annually.
