About the position

The Records Training Specialist (Learning and Development Specialist 2) position at the Oregon Department of Human Services focuses on ensuring compliance with records management across various departments. This role involves developing and delivering training programs to educate staff on records management policies and procedures, assessing training needs, and facilitating quality improvement projects. The position supports the agency's commitment to equity and diversity while promoting a positive organizational culture.

Responsibilities

  • Provide enterprise-wide trainings and educational support for records management proceedings, policies, and procedures.
  • Assess individual program, division, and ODHS/OHA/Shared Services development needs based on strategic organizational goals.
  • Assess records management training requirements to plan appropriate solutions to improve effectiveness and ensure compliance.
  • Research training and development trends and design records management training curricula.
  • Develop evaluation instruments to measure records management training participant learning or changes in work behavior.
  • Formulate and update records management training and development policies or procedures for ODHS, OHA, and Shared Services.
  • Facilitate quality improvement projects in the area of training and education around records management.
  • Advise management within agency programs on methods to bring change into effect and recommend strategies to improve work systems related to records management.

Requirements

  • A valid driver's license and acceptable driving record or appropriate form of transportation.
  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment.
  • OR five years of work experience designing, planning, and implementing organizational development strategies.
  • A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.
