About the position

The Recreation & Community Services Manager is responsible for directing, managing, supervising, and coordinating the programs and activities within a division of the Parks, Recreation and Community Services department. This role involves working closely with other City departments, divisions, and outside agencies to ensure the effective delivery of community services. The manager will provide highly responsible and complex administrative support to the Director of Parks, Recreation and Community Services, ensuring that all services and activities align with the department's goals and objectives. In this position, the manager will assume responsibility for a variety of services, including community services, neighborhood services, youth services, child care, elderly citizen programs, cultural programs, and recreational programs such as sports, fitness, wellness, and aquatics. The manager will be involved in the development and implementation of policies and procedures, monitoring service delivery methods, and evaluating the efficiency and effectiveness of these services. Additionally, the manager will oversee the development and administration of the division's annual operating and capital improvement budget, ensuring compliance with funding regulations and community involvement. The role requires strong leadership skills, as the manager will select, train, motivate, and evaluate staff, as well as recruit volunteers. The manager will also serve as a liaison with other City departments and outside agencies, addressing sensitive and controversial issues as they arise. Furthermore, the manager will conduct organizational studies and operational investigations to recommend modifications to programs and policies, ensuring that the department remains responsive to community needs and trends in recreation and community services.

Responsibilities

  • Direct and manage all services and activities of an assigned division within the Parks, Recreation and Community Services Department.
  • Develop and implement goals, objectives, policies, and priorities for assigned programs.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Plan, direct, coordinate, and review the work plan for the assigned division.
  • Develop, implement, and direct a broad range of social and community service programs and activities.
  • Conduct neighborhood association meetings to ensure community input into City programs.
  • Select, train, motivate, and evaluate employees; recruit volunteers and coordinate staff training.
  • Oversee the development and administration of the division's annual operating and capital improvement budget.
  • Administer the City's Community Development Block Grant Program and ensure community involvement.
  • Serve as liaison for the division with other City departments and outside agencies.
  • Oversee grant funding operations and ensure compliance with contracts.
  • Prepare reports for City Council and other departments as needed.
  • Develop press releases and promotional materials for departmental activities.

Requirements

  • Five years of parks, recreation or community services program experience, including two years at a supervisory level.
  • Bachelor's Degree with major course work in recreation administration, public administration, business administration, or a related field.
  • Possession of a State of California driver's license.
  • Bilingual in Spanish.

Nice-to-haves
