The Baltimore City's Department of Recreation and Parks (BCRP), Bureau of Recreation, is seeking a dynamic, results-driven, goal-oriented individual to support the executive team as an Operations Specialist I, specifically as a Recreation District Manager. This senior staff position is critical for providing guidance and advice regarding recreational operations and programming policies. The Recreation District Manager will report directly to the Chief of Recreation Center Operations and will be responsible for ensuring the operational efficiency and effectiveness of the assigned district within BCRP. This includes managing and overseeing a budget of 1.1 million dollars and implementing creative, innovative recreational and educational programs for the citizens of Baltimore. The role requires a strong alignment with the City of Baltimore's and BCRP's mission, values, and strategic vision, along with demonstrated success, sound judgment, and flexibility in a complex, fast-paced environment. The incumbent will oversee the development and implementation of priorities and strategies for recreational facilities and pools as outlined in the Department's Strategic Plan. This includes managing the District's operating budget, preparing and administering program budgets, and ensuring fiscal oversight to maintain quality services while operating within budget constraints. The Recreation District Manager will function as a subject matter expert in all aspects of recreation programming across multiple activity areas, researching, developing, and approving innovative recreational programs. Additionally, the role involves developing training guides and desk references for field managers and staff, providing leadership and supervision to approximately 60 employees, and maintaining open lines of communication with internal and external stakeholders. The Recreation District Manager will also be responsible for educating and communicating on behalf of the agency to community groups at public meetings about park-related issues and city-wide agency collaborations. The position requires the ability to anticipate and quickly respond to emerging trends in recreation and resource management, as well as maintaining professional knowledge through seminars, conferences, and participation in professional organizations. Compliance with all applicable Federal, State, City, and OSHA laws, regulations, and programs regarding stewardship and recreation is also a key responsibility of this role.
