About the position

This is a full-time on-site role for a Recruiter/Human Resources Generalist at Expatiate Communications in Pasadena, CA. The position will be split between recruitment duties and supporting the HR department, with responsibilities adjusted to align with the company's priorities. Expatiate Communications is a leader in special education, redefining the way special education programs are designed and delivered. By leveraging data and technology, we focus on improving academic outcomes and providing equitable access to all students. We develop and implement innovative and sustainable special education programs for Education Agencies, charter schools, families, schools, districts, and County Offices of Education. In this role, you will support essential HR functions and initiatives while leading our recruitment efforts. Your collaboration with the leadership team across the organization to develop and implement effective sourcing strategies, attract top talent, evaluate candidates, and manage the recruitment process across multiple departments will significantly impact our company's success in the Special Education industry. This position offers an exciting opportunity for someone eager to expand their HR expertise and make a meaningful difference. The ideal candidate will have a minimum of five years of relevant experience as a Recruiter and three years as an HR Generalist or in a related field. A Bachelor's degree in human resources or a closely related field is required, along with knowledge of California labor laws and regulations. HR certification (e.g., PHR, SPHR) is a plus, as is experience in Special Education. The candidate must be legally eligible to work in California and possess a valid driver's license. Additionally, the candidate must be able to complete satisfactory Live Scan background screening and TB clearance.

Responsibilities

  • Assist in developing and implementing effective recruitment strategies.
  • Facilitate a smooth and efficient interview process.
  • Screen resumes and applications and conduct initial candidate phone/virtual screenings to identify qualified candidates.
  • Post job openings on various platforms, including job boards, social media, and the company website.
  • Administer appropriate assessments, references, and background screenings.
  • Collaborate closely with hiring managers to find the ideal candidates.
  • Generate qualified candidate pools through cost-effective efforts - Internet, alternative sourcing, etc.
  • Develop relationships and establish pipelines of top, diverse talent through partnerships with colleges and universities.
  • Develop the search strategy, including creating a targeted advertisement identifying candidates.
  • Assist in developing interview questions and assessment tools.
  • Manage candidate activity in the applicant tracking system (ATS).
  • Follow up with hiring managers regarding the recruiting process and department needs.
  • Organize and attend recruitment events to identify and attract qualified candidates, including career fairs, online job fairs, and community network events.
  • Represent the company for recruiting purposes at networking and industry events.
  • Demonstrate ability to attract, influence, and convert talent through key attraction and employment opportunities by understanding the educational landscape, competitive demographics, and employment value proposition.
  • Maintain employee records and HR databases.
  • Perform periodic audits of HR files and records to collect and file all required documents appropriately.
  • Coordinate new hire on-boarding/orientation, including exit interviews and off-boarding.
  • Collaborate in coordinating HR training and programs.
  • Support employee engagement initiatives and events, including surveys.
  • Assist in administering employee benefit programs and addressing benefits-related questions.
  • Act as an additional resource for employee inquiries, helping resolve workplace concerns to maintain a positive work environment.
  • Assist with required company training, including harassment and Workplace Violence training.
  • Create a positive and memorable candidate experience from initial contact through the on-boarding and off-boarding process.
  • Coordinate with hiring managers to ensure an effective candidate interview process.
  • Provide timely feedback and updates to candidates through clear and effective communication.
  • Develop and maintain a robust talent pipeline to meet current and future hiring needs.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Ensure compliance with EEOC policies.
  • Assist in maintaining HR policies and procedures.
  • Promote the company brand through social media, job boards, and recruitment events.
  • Track and analyze recruitment metrics to measure the effectiveness of sourcing strategies.
  • Assist with payroll as needed.

Requirements

  • Five plus (5+) years of relevant experience as a Recruiter.
  • Three plus (3+) years of relevant experience as a HR Generalist or related field.
  • Bachelor's degree in human resources or other fields closely related to the job requirements.
  • Knowledge of CA labor laws and regulations.
  • HR certification (e.g., PHR, SPHR) is a plus.
  • Special Education (SPED) Experience is a plus.
  • Must be legally eligible to work in California and possess a valid driver's license.
  • Able to complete satisfactory Live Scan background screening and TB clearance.

Nice-to-haves

  • Experience with HRIS and ATS systems; experience with Gusto is a plus.
