About the position

The Recruiter for the City of Hampton, VA, plays a crucial role in identifying and attracting quality candidates for the Hampton Sheriff's Office (HSO). This full-time position is responsible for confirming candidate qualifications, inviting them to apply, and ultimately placing them in open positions within the agency. The incumbent will engage in extensive research and screening of employment candidates, ensuring that they meet the qualitative and quantitative recruitment and hiring objectives set by the agency. The Recruiter serves as an ambassador for the HSO within the community, actively promoting the agency as a viable employment opportunity. In this role, the Recruiter will counsel applicants on agency programs and career options, manage the application process, and facilitate the onboarding of qualified candidates. The position requires screening potential candidates through various channels, including phone interviews and social media outreach. The Recruiter will also follow up on training and certification requirements necessary for candidates aspiring to become correctional officers. A significant aspect of the job involves analyzing, planning, and executing lead generation activities that align with the agency's mission and recruitment goals. The Recruiter will be tasked with accomplishing assigned recruitment objectives, such as application processing cycle times and position fill rates. This includes planning and conducting various recruiting and awareness programs, collaborating with the Community Relations department, and engaging in prospecting activities both locally and out-of-state. Establishing and maintaining relationships with schools, colleges, civic leaders, and public officials is essential to present the HSO as an attractive employment option. The Recruiter will also be responsible for creating job postings on social media and job boards, matching applicants' interests with the agency's career management fields, and providing updates on the recruitment program. Additionally, the Recruiter will assist the Human Resources Manager with managing recruitment efforts, writing reports, and making travel arrangements.

Responsibilities

  • Identify and attract quality candidates for the HSO.
  • Confirm candidate qualifications and invite them to apply.
  • Manage the application process to facilitate qualified applicants joining the HSO.
  • Screen potential candidates over the phone or social media outlets.
  • Follow up on training and certification requirements for correctional officer candidates.
  • Analyze, plan, and execute lead generation activities to support recruitment goals.
  • Accomplish assigned quantitative and qualitative recruitment objectives.
  • Plan and conduct various HSO recruiting and awareness programs.
  • Work actively with the Community Relations department.
  • Conduct daily prospecting and follow-ups using referrals, internet/social media, and phone.
  • Establish and maintain relationships with schools, colleges, and community leaders to promote HSO careers.
  • Present talks on HSO careers to civic and service organizations and student bodies.
  • Search employment databases for past applicants and invite them to re-apply.
  • Establish liaison with local media for recruitment publicity.
  • Write, edit, and distribute recruiting materials for local communications and print media.
  • Assist in market research and analysis of recruiting territories.
  • Create job postings on social media and job boards.
  • Match applicants' interests with agency career management fields.
  • Promote the HSO with enthusiasm and integrity.
  • Provide updates on the recruitment program and conduct orientations and workshops.
  • Assist the Human Resources Manager with recruitment efforts and reporting.
  • Network to establish and maintain relationships with internal and external clients.
  • Travel in and out of state for recruitment efforts.

Requirements

  • Bachelor's Degree in Human Resources, Public Administration, Criminal Justice, or related field preferred.
  • Minimum of 2 years recruiting experience in a correctional, law enforcement, military environment, or similar role.
  • Experience may substitute for education on a 1:1 basis.
  • Attainment of at least the rank of Sergeant in a correctional, law enforcement, or military environment.
  • Certified by the Department of Criminal Justice Services.
  • Demonstrates leadership skills and the ability to identify and analyze recruitment needs.
  • Ability to interact and work with a wide range of people and react to frequent changes in duties.
  • Effective communication skills and the ability to listen empathetically.
  • Ability to logically organize details and manage multiple concurrent activities.
  • Highly organized, self-motivated, and able to work independently.
