About the position

The Regional Early Childhood Manager (RECM) plays a crucial role in supporting the Head Start Training and Technical Assistance (TTA) team in Region IV. This position is responsible for implementing a comprehensive quality assurance system for training and technical assistance to Head Start/Early Head Start (HS/EHS) recipients. The RECM collaborates closely with the Regional Office to ensure effective planning and execution of TTA services, focusing on enhancing the capabilities of Early Childhood Specialists (ECS) and improving outcomes for children and families.

Responsibilities

  • Develop and implement a comprehensive system of quality assurance and contract deliverables related to the work of ECS.
  • Provide effective and timely ongoing supervision and coaching to ECS to ensure high-quality training and technical assistance.
  • Develop and implement professional development for ECS to enhance their support for HS/EHS recipients in key performance areas.
  • Implement TTA data review, aggregation, analysis, and reporting processes to improve ECS services and coordination with state, regional, and national priorities.
  • Conduct field observations of ECS to assess the quality of TTA provided and identify professional development needs.
  • Communicate with RO staff to ensure coordinated support and prioritization of technical assistance to programs.
  • Provide reporting of comprehensive data regarding ECS activities, trends, and regional needs on a schedule agreed upon with the RO.
  • Support the RTTAC in planning and implementing the annual Regional Professional Development Plan.
  • Review and approve Monthly Travel Plans for assigned ECS.
  • Participate in national and regional work groups and meetings as directed by OHS.
  • Provide direct TTA to HS/EHS recipients as requested by the RO.
  • Support emerging OHS initiatives and priorities.

Requirements

  • A minimum of a BA or BS Degree in Early Childhood Education/Development, Education Leadership, or related field; a master's degree is preferred.
  • At least seven years of experience, including three years of high-level technical assistance and consultation to Head Start or early childhood programs.
  • Three to five years of progressive supervisory/management experience, preferably managing remote-located staff teams.
  • Demonstrated experience in training and technical consultation with early childhood and family engagement staff.
  • Ability to develop, train, and present to individuals and groups.
  • Familiarity with the Improving School Readiness for Head Start Act of 2007 and Head Start Program Performance Standards.
  • Excellent analytical and problem-solving skills with attention to detail.
  • Intermediate to advanced experience with Microsoft Suite and current webinar technology.
