About the position

The Regional Manager for Water/Wastewater Extension is responsible for coordinating technical assistance and training for the Water Extension Program in South Texas. This role involves conducting assessments of utility management, providing training, and responding to emergencies as part of the Public Works Response Team. The position requires residency in the assigned TEEX region and entails significant interaction with local officials and utility systems to enhance water quality and public health.

Responsibilities

  • Coordinate technical assistance and training for the Water Extension Program.
  • Conduct on-site assessments and analysis of utility management and operations.
  • Assist Water/Wastewater utilities with troubleshooting and resolving issues.
  • Conduct training in specialty skilled and semi-skilled courses.
  • Respond to emergencies as part of the Public Works Response Team (PWRT).
  • Build relationships with TCEQ Regional Offices and local officials.
  • Conduct inspections of W/WW facilities in preparation for TCEQ investigations.
  • Provide technical expertise and detailed reports to clients.
  • Manage the day-to-day financial aspects of the assigned regional area.
  • Organize and conduct special training courses as assigned.

Requirements

  • Bachelor's degree in applicable field or equivalent experience.
  • Five years of experience in management, operation, maintenance, design, construction, or regulation of water utility systems.
  • Valid motor vehicle operator's license or ability to obtain within 30 days of employment.
  • Texas Class 'B' Water or Wastewater license (or higher) with ability to obtain the other within one year of hire.
  • Completion of ICS 100, 200, 700, and 800 level courses within 90 days of hire.
  • Completion of ICS 300 and 400 level courses within 6 months of hire.
  • One year of experience in training adults and 60 hours of classroom instructional experience.

Nice-to-haves

  • Master's Degree from an accredited college or university.
  • Degree in Engineering, Chemistry, Biology or related field.
  • Eight years of experience in water utility systems management.
  • One year of experience as an Instructor in Water Utilities courses.
  • Texas Class 'A' Water and Wastewater licenses.
  • Three years of Project Management experience.
