About the position

The Regulations Specialist position is located within the Department of the Interior, specifically in the Office of the Secretary of the Interior in Anchorage, Alaska. This role involves providing technical support to the Federal Subsistence Board and overseeing the development of regulations for the Federal Subsistence Management Program. The specialist will identify regulatory problems, recommend solutions, and negotiate strategies with other federal agencies. This position also includes supervisory responsibilities over administrative employees and allows for telework with supervisor approval.

Responsibilities

  • Provide technical support to the Federal Subsistence Board (FSB) and oversee the development of regulations for the Federal Subsistence Management Program (FSMP).
  • Identify regulatory problems and recommend solutions to the Interagency Staff Committee and the FSB.
  • Evaluate or develop strategies for resolving Federal subsistence regulatory issues.
  • Incorporate relevant administrative, judicial, legislative, and political considerations into rulemaking and policy evaluations.
  • Negotiate with other DOI programs and Federal agency representatives to develop workable strategies consistent with OSM's mission.
  • Participate in and provide leadership for intra and interagency development and review of regulatory standards and procedures for the FSMP.
  • Draft and review regulatory packages and policies at the request of the Deputy Assistant Regional Director (DARD).
  • Supervise three administrative employees, planning work, setting priorities, and preparing schedules.

Requirements

  • Bachelor's degree in Electrical Engineering or related field.
  • At least one year of specialized experience equivalent to the GS-12 grade level in the Federal service or comparable experience not gained through Federal service.
  • Experience in developing and implementing Federal regulations.
  • Experience resolving complex regulatory issues with conflicting stakeholder aims and requirements.
  • Experience leading multidisciplinary teams and providing clear direction.

Nice-to-haves

  • Experience in environmental management or policy development.
  • Knowledge of subsistence management practices.
