About the position

Exelon is at the forefront of the energy transformation, and we are seeking a dedicated professional to develop and manage Revenue Requirement functions and special projects. This role involves overseeing retail or wholesale regulatory filings and strategically reviewing alternative cost recovery regulatory mechanisms. The successful candidate will assist in planning, developing, recommending, and supporting strategic policies and positions for distribution, transmission, supply, or surcharge rate revenue requests. This includes presenting these positions internally to Exelon's senior management and externally to state or federal governmental agencies as necessary. The role may also require testifying on behalf of the Company in litigated regulatory proceedings. In addition to managing regulatory filings, the position entails collaborating with both internal and external stakeholders to create innovative regulatory infrastructures and alternative regulatory approaches that align with the Company's strategic objectives. The candidate will apply critical analytical skills and possess a comprehensive understanding of regulatory, ratemaking, accounting, financial, and legal concepts unique to the utility industry. This knowledge is essential for ensuring compliance with regulatory filing requirements for various rate proceedings, including the preparation of testimony. The role also includes developing and reviewing financial and regulatory analyses related to regulatory filings, leading process improvements for regulatory filing efficiency, and working cross-functionally to support rate case filings and other regulatory activities. The position may require extended hours and travel, particularly during energy delivery emergencies or storms.

Responsibilities

  • Manage regulatory filings and segments of larger regulatory proceedings, such as distribution base rate cases.
  • Plan, coordinate, and manage the implementation of regulatory filings to facilitate timely cost recovery.
  • Provide guidance and recommendations to management and other departments regarding filings and responses to information requests.
  • Evaluate, plan, analyze, and support the strategic and tactical aspects of the Company's revenue requests in litigated proceedings.
  • Lead, coach, and develop staff involved in revenue requirement activities.
  • Act as an expert witness before governmental agencies and in litigated proceedings, providing expert testimony as needed.
  • Ensure compliance with regulatory filing requirements through a deep understanding of regulatory and financial concepts.
  • Analyze and communicate the impacts of regulatory commission decisions on accounting and financial planning.
  • Participate in corporate committees and external organizations to improve regulatory infrastructure and comment on rulemakings.

Requirements

  • Bachelor's degree in a quantitative field such as Accounting, Finance, or Economics.
  • 7-10 years of relevant experience in Regulatory, Accounting, Finance, or Strategic Planning.
  • Excellent written and oral communication skills for internal and external representation and testimony.
  • Strong interpersonal skills to interface with internal departments and regulatory staff.
  • Excellent financial, analytical, technical, and strategic skills for evaluating financial policies and outcomes.
  • Knowledge of regulatory processes for rate case development and cost recovery filings.
  • Understanding of revenue requirement and regulatory cost of service concepts.
  • Broad understanding of Exelon/energy delivery strategy and business practices.
  • Demonstrated competencies in accountability, collaboration, continuous learning, and high performance in ambiguous situations.
  • In lieu of a degree, 9-12 years of relevant experience.

Nice-to-haves

  • Advanced degree in Accounting, Finance, Business, or Economics.
  • CPA certification.

  • 3-5 years of supervisory experience.
